  • 베트남은 국토의 3/4이 고산지대이며 1천만ha의 산림자원을 보유하고 있으나 비효율적인 산림관리로 인해 산림의 규모와 질이 점차적으로 악화되어 왔다. 국가기관이 관리하는 대규모산림과 개인소유의 산림은 비교적 관리가 잘 되는 반면, 지역사회가 관리하는 고산지대의 산림은 제대로 관리되지 뭇하고 있다. 이 연구는 베트남 지역사회 산림관리의 실제와 문제점들을 고찰하였다. 지역사회에 의한 산림관리는 새로운 제도라기 보다는 이미 지역주민에 의해 개발되어진 전통적인 관리방식으로 1955년 토지개혁 이전부터 이용되어 왔다. 지역사회산림은 지역에 적합한 지식과 제도에 따라 관리됨으로 산림의 보호와 지역사회 발전에 긍정적인 효과를 가져왔었음에도 여건 변화에 적응하지 못한 문제점을 내포하고 있다. 따라서 산림의 효율적 관리를 위해서는 물리적, 제도적 여건의 많은 변화속에서 지역사회 산림의 회복과 관리를 위해서 지속적인 실험과 연구가 수행되어야 할 것이다.

Analysis of Decision Factors on the Participation of Scaling Project for Private Forest Management using a Logit Model (로짓모형을 이용한 산주의 사유림 경영 규모화 사업 참여 결정요인 분석)

  • The purpose of this study is to provide the basic information for the early enforcement and extension of the improvement project of management scale of private forest land by understanding the characteristics of forest owners, who have an influence on the participation of the project as one of the private forest management vitalization plans. To achieve this goal, a questionnaire survey targeting 373 forest owners was conducted and analyzed by Binary-Logistic Regression. The variables for binary-logistic regression included gender, age, academic ability, occupation, income, residence, purpose of forest ownership, and status of cooperative membership. As a result of the analysis, 267 forest owners (71.6%) of total 373 forest owners have the intention to participate in the scaling project for private forest management. The rest of forest owners (106 forest owners, 28.4%) would not be willing to participate in the project. As a result of binary-logistic regression, the most important variables, which have an impact on the participation of private forest management scale improvement project, are age, job and forest own purpose.

Development of PDA-Based Software for Forest Geographic Information (PDA기반의 산림지리정보 소프트웨어 개발에 관한 연구)

  • This study was done to develop PDA based application system for forest geographic information with GPS. The major results obtained in this study were as follows. A PDA based application program was developed to work on $Microsoft^{TM}$ PocketPC 2002 and 2003 operating system. The screen of PDA displays a 1:25,000 digital topographical map adopted DXF format converted from PC, and the map data with 1:2,500 to 1:30,000 on PDA can be zoomed in or out to five levels. Current position and navigating path received from GPS can be displayed on the screen and be saved in PDA. Information selected among layers of digital topographic map in DXF format can be converted into binary files which can be used on forest geographic information software. This can compress DXF files to 90% in size, and the processing speed of PDA was improved. The forest geographic information management system can be used to manage sample plots on which forest inventory is done, with the help of the sub-menus and grid index values with position information received from GPS. Forest workers can in quire forest geographic information such as forest type, location, forest roads, soil erosion control dams using forest geographic information management system in the field. The forest geographic information management system can provide current position and mobile path information to people who enjoy forest related activities like mountain-climbing, sightseeing, and visiting to historic spots.

Solving Social Dilemmas for Natural Recreation Resource Management (자연휴양자원관리(自然休養資源管理)를 위한 Social Dilemma 해소방안(解消方案))

  • Overuse and damage to natural resources from inappropriate visitor behavior is a type of social dilemmas faced by many recreation areas. Social dilemmas in natural recreation resource management are the conflict between the individual's own benefit and that of the collectivity. Social dilemmas may be defined by two properties : (1) Each individual in a group receives a higher payoff for a socially defecting choice than for a cooperative choice, regardless of others' choices, and (2) each individual receives a higher payoff if all group members cooperate than if all defect. There are two approaches to solve the social dilemmas in National Parks, the structural solutions and the individual solutions. Establishment of superordinate authority, selective incentives, and privatization of common resources are included in the structural approaches, while face-to-face interaction and communication among group members in the individual approaches. To aid in generalizing from specific results to other situation, data from laboratory and field experiments are interpreted in the light of social dilemma theory.

A Study on the Conservation and Management of the Village Forest in Gyeonggi-do (경기도 마을숲의 보전 및 관리에 관한 연구)

  • The objectives of this study were to investigate the location, shape, environment, and vegetation of the Village Forest in Gyeonggi-do and to evaluate the ecological integration and changes of the Village Forests to figure out the measures for conservation and management. There were 23 Village Forests remain in Gyeonggi-do. Ten Village Forests were established based on Feng-shui background. Many of them were found in Yongin area and southeast of Icheon. The Village Forests were owned by local community at 9 village and privately owned at 8 villages. Most Village Forests were managed by local communities except for the two managed by private person. Fifty-two percent of the Village Forests were in strip shape, and most of them were established by Feng-shui background or for the prevention of disasters. The average size of the Village Forests was relatively small at 3,046m2. The most frequent tree species found at the Village Forest were Zelkova serrata and Pinus densiflora. Over half of the number of Village Forests showed vertical structure of overstory trees only or overstory-sub overstory combination, which seemed to be resulted from the loss of understory plants by the activities of local residents. The Village Forests that had over 30% of damaged trees were found at 7 villages. The damages were caused by the road construction close to the groves, soil compaction, and tree death by covering lower stem with soil. The vitality of the damaged trees seemed to be significantly low compared to that of the undamaged. There were factors that determined the changes in the Village Forests: community ritual, institutional protection, designation as a water resource protection district, road construction, land use change, windstorm hazards, and development of forest areas. In order to conserve and manage the Village Forests appropriately, it is necessary to limit excessive use of the grove areas and maintain proper tree growing conditions by improving the soil environment. The development of neighborhood areas need to be controlled and community activities should be encouraged to maintain or restore the original landscape of the groves. Protection measures and supporting policies need to be enforced to keep the Village Forests from disappearing in near future.
