Open innovation is a phenomenon that has been widely accepted by both practice and theory over the last few years. On the contrary, partner relationships have attracted little attention while the open innovation could not be emerged without the link to partners. This paper identifies and evaluates a framework for the partner relationships and open innovation processes. Based on the literatures regarding open innovation and partner relationships, we propose the framework of matrix type. We present results based on 352 open innovation cases reported during 2002-2009, and each case is classified into 5 different categories of the framework. JV-C(Joint Venture relationship & Coupled process) archetype has dominated the cases with 178 cases(50.6%) where JV-O(Joint Venture relationship & Outside-In process) follows JV-C with 124 cases(35.2%). No significant change has been found in the number of cases after 2003 when open innovation firstly suggested. However, the number sharply increases in 2009 by boom in JV-C and JV-O. These results show the importance of partner relationships and preference toward Joint Venture relationship in open innovation, while the conventional approaches has just focused on value-chain partnership. We find remarkable collaboration cases contributed by universities and government invested research centers, so the role of non-profit R&D organizations has also been discussed.

With the drastic changes toward open innovation, there have been many studies focusing on analyzing the characteristics of open innovation and fostering the open innovation. The most prominent research in open innovation literature is related to the partner selection. In partner selection process, what is important is to identify the expected performance when conducting open innovation with this partner. Therefore, this study suggests an integrative framework of BSC-AHP to support the effective partner selection. The aim of this study is to select the most desirable partner which maximize the performance of the firm after conducing open innovation. This paper employs BSC framework to prepare and characterize relevant decision criteria for the partner selection, and employs AHP to evaluate the partner alternatives under the prepared decision criteria.

4차 산업혁명에서 핵심은 지능정보기술이다. 데이터를 처리하고 활용하며 새로운 유형의 정보를 생성하여 보유하여야만 급변하는 정보사회를 선도할 수 있다. 이제는 자급자족식의 데이터 수집에서 벗어나, 개방형 혁신환경을 조성하여 외부의 기술, 지식, 아이디어 등을 수용하여야 한다. 내 외부의 유연한 관계형성과 소통창구를 마련하여 유기적인 협의체를 구성하는 것이 중요하다. 이를 위하여 인천국제공항공사에서는 개방형 혁신 플랫폼 기반의 연구관리지원시스템을 구축하였다. 스타트업 플랫폼, R&D 협업지원, 연구관리지원 등 세 가지 요소로 구성된 본 시스템을 통해 기업의 사회적 책임 완수와 일자리 창출에 기여할 것으로 기대된다. 또한 프로세스 정립을 통한 연구 관리로 표준화된 연구과제관리 플랫폼을 마련하였다. 이를 통해 인천공항은 미래를 준비하는 공항 R&D 추진 체계 구축을 완료함으로써 일류 혁신 기업의 기반을 조성하였다.

To improve the performance of R&D investments, government has taken great efforts for advancing the structure and process in R&D systems. However, due to the drastic internal/external changes in the technological environment and the steady increase of investment scale, the necessity for a innovative approach which accomplishes returns to scale through the utilization of various external resources is emerging. In this regard, open innovation approach can minimize the possibility of government failures by strengthening the absorptive capacity of external resources and enhancing the cooperation and participation of diverse innovative participants within the R&D system. This paper evaluates the previous researches and government policies concerning the performances of government R&D investments, and presents the connectivity between open innovation and its possible contribution to the improvement of R&D investment performances.

Small- and medium-sized enterprises (SMEs) have strong incentives to engage in open innovation to enhance innovation efficiency and effectiveness due to their 'liability of smallness.' Previous research examined the performance effects of various open innovation practices, but whether coupled open innovation practices positively affect SMEs' firm performance is somewhat controversial. To resolve the issue, this study examined the effects of coupled open innovation activities on SMEs' firm performance using Heckman's two stage model to control endogeneity of the firms' self-selection bias in open innovation engagement. This study used the Korean Innovation Survey (KIS) 2020 collected by the Science and Technology Policy Institute (STEPI), and tested the effects of SMEs' coupled open innovation activities, R&D and non-R&D cooperation, on their innovative and financial performance indicators. The results showed that SMEs' R&D cooperation positively affects the new-to-market (NTM) product innovation only. Moreover, SMEs' non-R&D cooperation has positive effects on the product innovation, business process innovation, new-to-the-market product innovation, and new-to-firm (NTF) product innovation. However, the results showed that both R&D and non-R&D innovation cooperation activities have no significant effects on SMEs' financial performance indicators. This study contributes to research on SMEs' open innovation and provides insights for SMEs' managers and policymakers.

As the global business environment is dynamic, uncertain, and complex, supply chain management determines the performance of the supply chain in terms of the utilization of resources and capabilities of companies involved in the supply chain. Companies pursuing open innovation gain greater access to the external environment and accumulate knowledge flows and learning experiences, and may generate better business performance from dynamic capabilities. This study analyzed the effects of supply chain dynamic capabilities, open innovation, and supply uncertainty on supply chain performance. Through questionnaires on 178 companies listed on KOSDAQ, empirical results are as follows: First, integration and reactivity capabilities among supply chain dynamic capabilities have a positive effect on supply chain performance. Second, the moderating effect of open innovation showed a negative correlation in the case of information exchange, and a positive correlation in the cases of integration, cooperation and reactivity. Third, two of the 3-way interaction terms, "information exchange*open innovation*supply uncertainty" and "integration*open innovation*supply uncertainty" were statistically significant. The implications of this study are as follows: First, as the supply chain needs to achieve optimization of the whole process between supply chain components rather than individual companies, dynamic capabilities play an important role in improving performance. Second, for KOSDAQ companies featuring limited capital resources, open innovation that integrates external knowledge is valuable. In order to increase synergistic effects, it is necessary to develop dynamic capabilities accordingly. Third, since resources are constrained, managers must determine the type or level of capabilities and open innovation in accordance with supply uncertainty. Since this study has limitations in analyzing survey data, it is necessary to collect secondary data or longitudinal data. It is also necessary to further analyze the internal and external factors that have a significant impact on supply chain performance.

Today, the advance of a community tool such as a SNS enables users to easily share information each other and quickly deliver various opinions to suppliers. The suppliers are trying to create new value through co-creation strategies in order to satisfy rapidly and variously changing user's needs. User-participation-based idea platforms are emerging as a open innovation space that can provide user participation and interaction between suppliers and users. However, although each idea platform has specific advantages in each stage of a development process, this development process is not generalized as one complete, integrated development process. Thus, the development of an effectively integrated process, which includes advantages in each stage of the process, is needed. This research aims to analysis the characteristics of idea platforms based on the classification of idea platforms as a basic study for proposing a new development processes of them. This research will contribute to the guideline for developing a new user-participation-based idea platform.

Enterprises' new technology development capability is essential for creating successful product innovation and process innovation in the heavy competition in the business context changing quickly with technology convergence and development. Based on the open innovation perspective, this research develops a research model about the direct effect of small and medium venture companies' exterior information network heterogeneity on their new technology development capability and the mediating impact of their product planning capability on this direct effect. This study statistically tests the research model by using the ordinary least squares regression with the 683 small and medium venture companies, providing two major findings as follows. One finding is that small and medium venture companies' exterior information network heterogeneity positively impacts their new technology development capability. The other finding is that small and medium venture companies' product planning capability perfectly mediates the positive effect of their exterior information network heterogeneity on their new technology development capability.

Two of the most important changes in the global market can be represented with Hyper-connection and Glocalization. To cope with these changes and secure the competitive advantages, it is essential to develop the standard organization, policy, processes and criteria for service management. In addition, the service management system is required to effectively support the R&D project management. In this research, an adaptive framework and system architecture for designing R&D project management process using cloud computing has been introduced. With the proposed system, it is able to overcome the limitations of traditional service management and treat the demand from the market in agility. Moreover, it may be possible to present more value than customers want and secure the competitive advantages in the global market with the proposed system.

중소기업 제품이 글로벌 시장을 선도하려면 기술혁신과 시장 경쟁력을 갖는 혁신 제품개발 지원을 위한 인프라 구축은 필수적이다. 다시 말해서 기술 및 제품개발에 일련의 신제품 개발 프로세스를 기업들이 잘 시행하고, 기술혁신 및 제품개발의 성공률 제고를 위해서는 기존 기업지원 프로그램을 보강할 필요성이 있다. 또한 개발된 원천기술과 상용화 간의 간극(gap)을 줄이고 기술개발의 연쇄적인 문제점을 해소할 R&BD(Research & Business Development)인프라를 구축하여 기술/제품에 대한 지식을 폭넓은 분야의 전문가 또는 사용자들과 공유하고 완성도가 높은 시제품 제작으로 기업의 한정된 내부자원과 상품성을 보완할 필요가 있다. 본 논문에서는 개발환경과 자원이 열악한 중소기업의 기술개발-사업개발-시장개발이 통합적으로 고려되어 활용될 수 있는 신개념의 시스템 도입 필요성과 위의 제반 문제점들을 해결할 수 있는 소셜기반 manufacturing platform과 제품 제작 인프라 및 기업지원, marketing 등을 지원하는 신 에코시스템인 CSP(Crowd Sourcing Platform) 구축 및 서비스 디자인에 대해 논한다.
