The main purpose of this study is to explore the structure of local government social welfare finance and tendency of changing structure and what affects the change. We select GuRoGu budget from 2000 to 2007 as one of local governments in Korea to perform the study goal. After we analyzed the contents of the budget, we have developed the framework of analysis for reclassifying local government welfare budget. First of all, we find utility of the framework of analysis which classify local government social welfare budget as target groups, properties, and the source of the finance. Secondly, the structure of local government welfare finance has changed for 8 years. The rate of finance for direct service has risen more than that for indirect service, and the rate of finance providing material(or service) type has risen more than that of providing monetary type. The rate of the finance from central government has grown up rapidly, whereas that from local government has fallen off. The hypotheses that the rate of financial self-reliance and the increase rate of social welfare expenditure to the previous year play a significant role to the rate of social welfare expenditure are not clear in our study. But we find the central government's effects to the local government welfare budget has grown up. So, we propose if we analyze the hypothesis of incrementalism, we must divide the effects of the previous year expenditure from the effects of central government's policy.
The objective of this study is to examine the dicourse of East Asian Welfare Models and its applicability to explain the development of the Korean Welfare State(regime). The Confucianist Welfare State, representing East Asian Welfare Models has limitations in explaining the current features and dynamics of east asian welfare states. Compared to the western and northern european welfare states, the Welfare State(Regime) of Korea, one of the east asian countries show the clear differences in terms of its origin, the background of formulation, the orientation of the policy and the actors. Thus, a new approach to examine the East Asian Welfare Model is needed. As a theoretical framework, the origin and the growth of the Korean Welfare State(Regime) can be understood and explained in the boundary of concept and the theoretical framework of the Authoritative Developmental State; Historically, the democratization of the 1980s and the financial crisis of the end of 1990s in Korea contributed to the growth of the welfare policies and institutions in Korea. Japan, Taiwan and other east asian counties, such as Hong Kong and Singapore have many similarities with Korea in terms of welfare policies and institutions. Comparative studies of these countries can create significant and useful results to develop a new concept and model of East Asian Welfare States. Case studies and active academic exchanges among welfare state researchers in these east asian countries are very important to develop a new concept of East Asian Welfare State Models.
In order to understand how to increase the use of virtual training content at K University's online lifelong education institute, this study examined the use experience, content recognition, field practice replacement, and requirements, focusing on the examples of operating institutions. To this end, 12 institutions that operated virtual training contents distributed by the K University Online Lifelong Education Center in 2020 were selected for in-depth interviews and qualitative analysis was conducted on the interviews of 11 institutions. As a result of the analysis, first, the experience of using the contents of the virtual training operating institution was aimed at changing the educational environment, supplementing theoretical learning, and improving the sense of practice. Second, according to a survey on the recognition of virtual training content, if the importance and utilization of the content are high, it can be replaced by on-site practice in non-face-to-face classes, such as experiences of facilities and equipment, attracting interest and attention. Third, in many cases, the perception of replacement for field practice is not unreasonable to use as a pre-training material for field practice, but it is difficult to replace field practice. Fourth, content quality improvements can be summarized as content quality improvement, content access and manipulation improvement, dedicated device development, training for instructors, and curriculum systematization. Fifth, institutional requirements include improving the quality of virtual training content itself, equipment support, curriculum systemization and characterization, systematic curriculum and detailed content sharing, detailed guidance on using virtual training content, introducing how to use content, and recruiting instructors. This study is meaningful in that it sought ways to improve the utilization of virtual training content based on the perception of virtual training content operating institutions.
The Critical Consciousness Scale (CCS) is a scale developed by Diemer and colleagues (2017) that can measure the capacity of the oppressed or marginalized people to critically analyze their social and political conditions, support societal equality, and take action to change the perceived inequities. In this study, we validated the CCS for Korea by adapting and localizing the scale and validating it among university students. Content validity was verified by having five individuals with master's and doctoral degrees in psychology evaluate the suitability of the translated items. Afterwards, reliability and validity were verified through a survey of 314 university students nationwide using the CCS, along with the opportunity inequality recognition scale, recognition of the need for environmental change scale, social participation scale, and belief in a just world scale. To verify the scale's validity, exploratory factor analysis was conducted, confirming three subfactors. Then, a confirmatory factor analysis was carried out, where 14 items out of the original 22 were retained. The construct validity and reliability of these 14 items were found to be satisfactory. Additionally, in the correlation analysis between the CCS and similar scales, a significant clear relationship was found. The CCS showed a positive correlation with scales such as opportunity inequality recognition, need for environmental change recognition, and social participation, and a negative correlation with the belief in a just world scale. Based on these results, the CCS can be considered valid and reliable. Finally, the limitations and significance of this study were discussed.
The Supreme Court's en banc decision on December 12, 2022 (docket number 2016Do21314) presented a new standard for determining whether the use of diagnostic medical devices by Korean medical doctors constitutes oriental medical doctors constitutes unlicensed medical practice. Based on this standard, it was determined that the use of ultrasound by Korean medical doctors was not an unlicensed medical practice. Supreme Court's Decision 2016Du51405 on August 18, 2023, is the first case in which a new standard was applied to determine that an Korean medical doctor's use of electroencephalography to diagnose Parkinson's disease and dementia was not an unlicensed medical practice. The Supreme Court abolished the previous standard that Western medical knowledge and technology should not be required for Korean medical doctors to use medical devices. However, it was unclear whether Western medical diagnosis of Korean medical doctors using diagnostic medical devices would be viewed as an an auxiliary method of diagnosis. Parkinson's disease and dementia are Western medical diagnoses. The Supreme Court judged that the Western medical diagnosis of Korean medical doctors was not an unlicensed medical practice. This clearly explains what an auxiliary method of diagnosis means. In addition, the Supreme Court excluded the principles of development and production of electroencephalography from its judgment criteria. Automatic extraction and automatic reading of test results were also excluded. The criminal court's view that the meaning of oriental medical practice should be clearly and strictly interpreted from the perspective of an oriental doctor, and it was clarified that diagnostic medical devices were excluded from criminal punishment unless it was clear that they were not related to the principle of oriental medical practice. As a result, the Supreme Court made it clear that the use of diagnostic medical devices is excluded from criminal punishment unless it is clear that they are not related to the principles of Korean medicine.

The purpose of this study is to explore the meaning of the 2018 'Comprehensive Plan for the Vitalization of Democratic Citizenship Education' centered on the '2022 Revised Curriculum General Discussion'. Research Results First, in the case of strengthening democratic citizenship education in schools, one of the main tasks in the general discussion of the 2022 revised curriculum emphasizes democratic citizenship education to cultivate citizenship. are doing Second, in the case of teacher professionalism enhancement and support for educational activities, development of teaching and learning materials and reinforcement of teacher training are promoted in the 2022 revised curriculum summary. Third, in the case of creating a democratic school culture, the 2022 revised curriculum outline guarantees student safety and learning rights through remodeling or remodeling old schools to restructure learning spaces and realize a digital-based learning environment. Fourth, in the case of revitalization of student autonomy, in the general discussion of the 2022 revised curriculum, the autonomy of the school curriculum considering the needs of students and school conditions is expanded, and classes centered on participatory experiences and self-government activities are strengthened. Herbal medicine (HM)-containing Ephedra Sinica (ES) has been associated with false-positive amphetamine immunoassay (FP IA) results. This study retrospectively evaluated the effects of dose, duration, and withdrawal instructions on FP IA and the safety of HM-containing ES at a clinic in Seoul from 2022 to 2023. The study included 6 patients in the FP IA group and 5 patients in the withdrawal instruction negative (Neg) group. The pre-test ephedrine alkaloids dose in the FP IA group was 95.17±31.90 mg, compared with 88.6±20.43 mg in the Neg group. The FP IA group had taken HM for 226.67±152.87 days before testing, and testing was performed while taking HM. In contrast, the Neg group had taken HM for 147.6±23.49 days and had 5.4±1.50 days of withdrawal period before the test following instructions of Korean medicine doctors. All adverse events (AEs) were moderate in severity, and the number of occurrences was similar: 5 in the FP IA group and 7 in the Neg group. AEs included constipation, insomnia (3 cases each), and palpitations (2 cases). The results of this study show that ES-induced FP IA can be resolved with withdrawal instructions and ES can be safely prescribed and administered by Korean medicine doctors. Further studies are needed to determine how to prevent FP IA after taking ES.

With the rapid increase of multicultural families in South Korea due to international marriages and the influx of foreign workers, the number of children from these families enlisting in the military is also rising. It is projected that by 2030, over 10,000 recruits from multicultural backgrounds will join the military annually. This influx can help mitigate the issue of decreasing military resources due to low birth rates and enhance the cultural diversity within the military. However, the lack of multicultural awareness and the presence of discrimination in the military can hinder the well-being of these multicultural soldiers. This study aims to analyze the multicultural phenomenon in the Korean military and explore development strategies to ensure the stable service and healthy military culture for multicultural soldiers. The theoretical background of multiculturalism and diversity in the military is examined, along with the analysis of multicultural military operations in other countries. Management strategies for multicultural soldiers, including leadership and organizational culture innovation, multicultural education and awareness programs, and the establishment of tailored support systems, are proposed. Furthermore, policy recommendations for enhancing the effectiveness of multicultural policies in the Korean military are presented. Supporting the successful military service of multicultural soldiers will contribute to the enhancement of military combat power and the acceptance of multiculturalism in Korean society.
This study is designed to see whether overpriced IPO is caused from firm's earnings management, and how effects this to IPO firm's long-term performance. To examine addressed above, we take a look into how firm's earning quality listing on Korea Exchange in 2007 through 2016 is related with long-term stock performance post IPO. Especially, we measure how associated the disparate ratio between offer price and fair price with earnings quality and long-term performance. To examine these three factors, 'three-step mediated regression analysis method' is used. Earnings quality's calculated by discretionary accruals. Disparate ratio is calculated with offer price and estimating share price's rate measured by applying relative valuation model. To sum up, it is as follows. At first, as earnings quality gets high, the disparate ratio between offer price and fair price gets reduced. Secondly, as earnings quality gets high, firm's long term stock performance follows high. At last, as the disparate ratio between offer price and fair price gets increased, firm's long-term stock performance gets decreased. Moreover, mediation effect of the disparate ratio between offer price and fair price is partially found. Thus, it addresses that raised earnings revision before listing is resulted in overpricing of the IPO, and it also leads to poor long term stock performance. This study contributes that empirical analysis is applied to examine long-term under performance using disparate ratio between offer price and fair price. Moreover, this is useful not only to alert investors to risky investing pattern, but to provide informative reference to financial institutions in making policies or decisions about IPO.
Based on recent dramatic increases in foodborne outbreaks in restaurants, self-managed sanitation systems are now recommended to control contributing risk factors. This study aimed to improve sanitation management practices in restaurants and had two objectives. First, we tried to develop a self-managed sanitation check-list, including risk factors contributing to foodborne illness and Korean food hygiene regulation articles. We also tried to evaluate current sanitation management practices in restaurants according to operation and restaurant type. Thirty restaurants were evaluated by on-the-spot inspectors using an auditing tool consisting of four dimensions, seventeen categories, and forty-one items. Total compliance rate categorized by operation type significantly differed between chain restaurants and self-managed restaurants, with values of 85.5% and 51.6%, respectively. Therefore, self-managed restaurants, which showed the lowest compliance rate of below 30.0%, need more strict control to improve current unsanitary management practices, specifically relating to 'sterilization of knives, chopping boards, and wiping cloths', 'sanitation training', 'not allowing access into the kitchen to outsiders', 'handling of food or utensils on shelves at a 15 cm distance away from floor', 'prevention of cross-contamination of cooked foods or vegetables', and 'records of kitchen access or inspection'. Thus, an effective food sanitation system is essential and should be implemented to improve the existing sanitary conditions in restaurants. However, the most important factor to achieving food sanitation management objectives is food handlers' self-motivation.
