석유, 화학 설비를 구성하고 있는 기기의 파손으로 인하여 파생되는 인명, 재산 그리고 환경에 대한 피해가 엄청나다는 것은 산업사회가 고도화 될 수록 그 정도를 더해가고 있다. 최근 우리 나라에서도 석유, 화학 설비의 폭발사고 또는 부실시공에 대한 고발 등의 사회적 문제가 발생 하는 것도 간과할 수 없는 현실이다. 이러한 사례는 우리나라의 관련법규와 사회제도를 반영한 통일된 기술기준의 부재에서 비롯되었다고 필자는 주장하고 싶다. 이와 병행하여 통일된 기술 기준에 입각하여 제반 설비가 건설 및 운전되는지를 관리하고, 감독 및 검사하는 기능과 기법이 정리되어 있지 못한 것도 한 원인으로 들 수 있다. 따라서 석유, 화학설비를 보유하고 있는 관 련기관이 기술기준을 개발하고 그에 준하여 이행 여부를 관리, 감독하는 검사 기능을 강화하여야 보일러 및 압력용기의 폭발사고 및 부실시공을 미연에 방지할 수 있는 근본적인 치유책이 될 수 있을 것이다.

This study explored moderating effects of parental attachment andparental monitoring in the relationship between stress and problem behavior among Korean adolescents. The Korean Youth Panel Study (KYPS) was used as sample data with a total of 2,503 11th grade students involved in this study. Results of hierarchical regression analyses showed that parental attachment (for both male and female adolescents) and parental monitoring (for male adolescents) played the role of moderators in the relationship between stress and problem behavior. That is, good parental attachment and monitoring reduced stress inducing problem behavior for male adolescents but only parental attachment reduced stress inducing problem behavior for female adolescents. Conclusions highlighted the importance of parents' role in the prevention of adolescent problem behavior.

최근 금융IT를 대상으로 한 사이버 공격이 지속적으로 증가되고 있어 금융 정보와 관련된 개인정보유출 및 금융전산망의 마비에 대한 우려의 목소리가 커지고 있다. 이에 따라 금융위원회에서는 "금융전산 보안강화 종합대책"을 발표하며 금융IT에 대한 보안대책의 일환으로 금융전산망에 대한 분리를 의무화시켰다. 하지만, 망분리 정책 실시 이후 금융회사들은 업무 환경과 맞지 않은 일부 규정들로 주요 업무 처리에 대한 어려움을 호소하였다. 이에 금융위원회에서는 금융회사의 업무의 연속성과 투명성을 보장하기 위해 망분리 예외기준을 마련하였다. 본 논문에서는 금융권 망분리의 동향을 살펴보고 망분리 예외기준과 관련하여 신설 개정된 전자금융감독규정 및 전자금융감독규정 시행세칙에 대해 소개하고자 한다.

본 연구에서는 방제수행의 책임이 있는 오염자부담의 원칙성을 제고하고, 방제수행의 대표적인 두 부문인 정부-민간 부문의 방제수행 능력은 꾸준히 증가시키면서 활성화 할 수 있는 6단계 방제역할모델을 제시하고자 한다. 1단계 역할정립단계에는 정부와 민간부문의 역할정립 및 오염행위자 방제실시의 원칙성을 제고하고, 2단계 산업육성 단계에는 각 부문별 장 단점을 인정하고 의도적으로 산업계의 발전을 도모해야 한다. 3단계 감독단계부터는 오염행위자 방제실시 여부에 따른 엄격한 책임강조 및 관리 감독을 실시한다. 4단계 해석단계는 양적 질적 성장된 방제산업계에 대한 정부의 올바른 평가 및 지도가 이뤄져야 한다. 5단계 상호의존단계는 민 관의 서로의 입장을 충분히 고려해 의존적이며 수평적인 관계를 형성한다. 6단계 독립단계는 정확하게 구분된 역할에 따른 자생 및 성장을 도모하는 단계이다. 6단계의 발전단계를 거침으로써 영세한 방제산업의 활성화 및 정부와 민간 부문의 정확한 역할을 구분을 통한 지속적인 성장을 도모할 것으로 사료된다.

최근 국내에서 개발한 KC-100 항공기의 형식증명 및 제작증명이 완료됨에 따라 우리나라도 항공기 제작/설계국 반열에 오르게 되었고, KC-100 개발을 계기로 국내 개발 항공기의 해외 수출을 대비한 제작/설계국으로서의 감항성 유지 체계 및 시스템 구축이 필요로 하게 되었다. 본 연구에서는 ICAO에서 제시하는 국가 유형 별 감항성 유지 업무의 책임 및 해외 항공선진국의 감항성 유지체계와 우리나라의 지속감항업무 수행현황을 비교분석하여 국내 감항성 유지 체계 및 항공기 고장보고 항목에 대한 개선 방안을 제시하였고 항공안전정보 네트워크를 구축하여 지속감항체계에서 획득한 항공 안전기술정보를 안전감독에 활용하기위한 방안을 연구하였다.

이제까지의 생산 시스템 컨트롤은 여러 개의 계층을 통해 상위 컨트롤러가 하위의 컨트롤러를 관리하는 계층적/감독(hierarchical$^{ervisory}$)컨트롤 방식이 일반적이었다. 그러나 생산 시스템의 규모가 증가하고, 이를 운용하는 컨트롤 소프트웨어가 복잡해짐에 따라 전통적인 계층적/감독 컨트롤 방식은 몇 가지의 문제점을 가지게 되었다. 첫째, 계층간의 관리 구조가 복잡해짐에 따라 현장의 생산 정보가 의사결정을 하는 상위의 시스템에 즉시 전달되지 못한다. 이는 실시간 의사결정이 필요한 많은 컨트롤 문제를 야기시킨다. 둘째, 생산시스템의 레이아웃 및 운영 방식에 변화가 생겼을 때 컨트롤 소프트웨어를 신속히 수정하기가 어렵다. 이러한 문제들을 해결하기 위한 방법으로 수평적/협동(heterarchical/cooperative) 컨트롤 방식이 제시된다. 이는 신속한 의사결정과 변화에 따른 수정이 용이하도록 가공, 조립, 물류등 생산 시스템의 여러 단위 요소의 자율적인 컨트롤러가 계층이 없이, 서로 동등한 입장에서 협동을 통해 컨트롤이 이루어진다. 본 연구에서는 수평적/협동 컨트롤 방식하에서 조립 시스템이 가져야 할 기능과 컨트롤 방법을 제시한다. 아울러, 조립 시스템 컨트롤러가 다른 컨트롤러들과 교환하는 정보 및 컨트롤 대상을 규명한다.

Supervisory control theory, which was first proposed by Ramadge and Wonahm, is a well-suited control theory for the control of complex systems such as semiconductor manufacturing systems, automobile manufacturing systems, and chemical processes because these are better modeled by discrete event models than by differential or difference equation models at higher levels of abstraction. Moreover, decentralized supervisory control is an efficient method for large complex systems according to the divide-and-conquer principle. Decentralized supervisors cannot observe the events those of which occur only within the other supervisors. Therefore decentralized supervisors can be designed according to supervisory control theory under partial observation. This paper presents a solution and a design procedure of supervisory control problem (SCP) for the case of decentralized control and SCP under partial observation (SCPPO). We apply the proposed design procedure to an experimental CIM Testbed. And we compare and analyze the designed decentralized supervisors and partially observed supervisors.

This study is aimed what improvement for an illegality detective aagency and messenger office. First, administrators or managers who are involved with personal information protection should make a full-fledged effort to gather information. Second, counseling or related programs should be provided for small and mid-sized security firms to guarantee thorough personal information protection. Third, Korea Security Association should improve the educational system related to personal information protection to resolve problems with this education currently provided for managers and employees of these companies.
