Economic Effect of Competition in the Korean IT Service Industry (정보통신서비스산업에서 경쟁도입의 경제적 효과 분석)

  • 본 연구는 경쟁도입이 비 체화된 기술진보에 반영된다는 가정에서 Habijn(2000)의 비 체화된 기술진보추출 방법론을 이용하여 1975년부터 2002년까지 정보통신서비스산업의 비 체화된 기술진보를 식별하였다. 또한 Bai et at.(1998, 2003)이 제시한 구조변화추정방법론을 이용하여, 상기 비 체화된 기술진보 측정치에 대한 구조변화시점을 추정하였다. 추정된 시점에 대한 실증분석결과를 보면, 비 체화된 기술진보의 구조적 변화시점은 본 연구대상자료의 21번째 자료년도인 1995년으로 나타났다. 또 다른 비 체화된 기술진보의 구조변화는 15번째 자료순서인 1989년도에 나타났다. 역시 다른 물리적 감가상각를$(5\%)$을 이용한 비 체화된 기술진보에 대하여 구조변화분석을 실시할 경우, 1995년도와 1981년으로 나타났다. 따라서 1995년 전후에 비 체화된 기술진보의 구조적 변화가 발생했다는 사실을 알 수 있었다. 이러한 실증분석결과는 다른 계량적 검증을 통하여 뒷받침되었다. 따라서 본 연구의 실증분석결과로 볼 때, 1995년 이후에 정보통신서비스산업에서 비 체화된 기술진보성장의 발전경로상에 커다란 구조변화를 경험하였으며, 새로운 경쟁도입이나 해당 산업활성화정책은 정보통신서비스산업발전에 긍정적 역할을 수행했음을 알 수 있었다.

Estimating Economic Service Life of Assets by Using National Wealth Statistic (국부 통계조사자료를 이용한 자산별 경제적 감가상각추정에 대한 연구)

  • The purpose of computing economic depreciation value is to find valuation of assets closely in line with market prices. The valuation of industrial assets are called Engineering Valuation. The two representative techniques for such valuation are Hulten-Wykoff Method, which estimates real value using regression equations, and T-factor Method devised at Iowa State University. The two are all empirical methods for computing service life (duration period). In this paper, we derived the service life by empirical methods using national wealth statistics, and also by more conventional methods such as original group method and retirement method. The results from each method are compared with one another. We also computed economic service life from these results. In S. Korea where amount of asset value statistics is still insufficient, the most effective method for empirically computing economic service life turns out to be the one using national wealth statistics. In addition, we also present economic relationship between depreciation value computed by using Hulten-Wykoff Method and depreciation value computed by using T-factor Method.

A Study on the Improvements of Accounting for Social Welfare Corporations (사회복지법인 회계의 개선방안에 관한 연구)

  • The purpose of this study is to indicate problems of accounting for social welfare corporations and to suggest the improvement on them. To accomplish this objective, this study reviewed the existing relevant studies and literatures. The main results of this study are summarized as follows. First, it is necessary to convert from cash basis accounting to accrual basis accounting and to introduce the double entry bookkeeping. Second, it is needed to capitalize the tangible fixed assets and to depreciate them. Third, Cost accounting is necessary to evaluate the operating results. Fourth, it is necessary to establish the generally accepted accounting principles in consideration of the characteristics of accounting for social welfare corporations. Last, it is necessary to introduce the external audit system to ensure the reliability of accounting information.

Implementation Strategy Based on the Classification of Depreciation Models (감가상각모형의 유형화에 기초한 적용방안)

  • The purpose of this study is to develop the Generalized Depreciation Function (GDF) and Winfrey Depreciation Function (WDF) by reviewing methods for the depreciation accountings. The Depreciation Accounting Models (DAM), including straight-line model, declining-balance model, sum-of-the-year-digit model and sinking fund model presented in this paper, are reclassified into the charging pattern of increasing type, decreasing type and constant type. This paper also discusses the development of the GDFs based on convex type, concave type and constant type according to the demand pattern of product, frequency of plant usage, deterioration of time, relative inadequacy, Capital Expenditure (CAPEX) and Operating Expenditure (OPEX) of the Total Productive Maintenance (TPM). The WDFs presented in this paper depict a sudden degradation of plant performance by measuring the change of TPM activity at the midpoint of useful life of asset. The WDFs are classified into left-modal type, symmetrical type and right-modal type by varying the value of skewness and kurtosis. Moreover, three increasing patterns, such as convex, concave and linear types, are used in this paper to present the distinct identification of WFDs by using Instantaneous Depreciation Rate (IDR) in terms of Performance Depreciation Function (PDF) and Depreciation Density Function (DDF). In order to have better understanding of depreciation models, the numerical examples are used for evaluating the Net Operating Less Adjusted Tax (NOPLAT) and Economic Value Added (EVA). It is concluded that the depreciation models showing a large dispersion of EVA require the adjustment of NOPLAT and Invested Capital (IC) based on the objective cash basis and net operating activity for reducing the variation of EVA.

  • 2004년 개발된 다차원홍수피해산정법(MD-FDA)은 홍수에 따른 경제적 피해를 추정하기 위한 기법으로서 그 동안 하천설계기준, 댐설계기준, KDI 예비타당성조사 지침 등에 반영되어 실무에서 활발히 사용 중이다. 그러나 그 동안 많은 연구에서 MD-FDA의 인벤토리 체계, 가용자료의 정밀성, 손상함수, 손실유형 범위와 관련한 개선이 요구되었으며, 최근에는 재난위기 관리 능력강화를 위한 "한국형 재난피해 예측 시스템" 개발의 필요성이 제기되면서 현재 다양한 분야의 전문가들이 재난손실과 관련한 많은 연구를 진행 중이다. 이에 본 연구는 국외 주요 홍수손실 예측 모델과 현재 국가차원에서 서비스되는 상세자료를 검토하여 일반건물(general building)의 홍수손실 평가 체계를 제시하고, 이와 연관된 세부요소 기술을 정립하였다. 우선, 지역 내 건물현황 및 특성정보가 참조가능한 자료를 바탕으로 일반건물의 유형을 분류하였고, 이밖에 건물손실 평가에서 주요 참고자료로 활용되는 인구, 종사자수 등의 사회 경제적 정보를 연계한 인벤토리 DB 구조를 설계하였다. 이로부터 구축되는 인벤토리 DB는 위치정보를 포함하는 공간자료이며, 손상(damage)과 손실(loss)을 평가하기 위한 건물특성 정보를 포함한다. 한편, 본 연구에서의 건물손실은 자산의 총가치를 기준으로 한 상대적 손상률(%)을 설명하는 손상함수를 기반으로 하기 때문에 감가상각을 고려한 건물의 완전대체비용(건물자산가치)가 정의되어야 한다. 이를 위해 본 연구는 최근 한국감정원에서 발간한 "건물신축단가표"와 "유형고정자산 내용연수표"를 바탕으로 손실평가에 필요한 요소기술을 정립하였다. 제시한 일련의 과정은 동두천시 신천 범람사례를 대상으로 적용하였고, 그 결과를 기존의 MD-FDA 결과와 비교하였다.

A Study on the Estimation of Economic Depreciation Rate on Industrial Property Using Equal Life Group Procedure (ELG 방법을 활용한 제조설비의 경제적 감가상각률 추정방안)

  • Several different depreciation systems may be used for group depreciation. The vintage group procedure treats the same type of property placed in service during the same year as a distinct group for depreciation purposes; therefore an estimate of the probable average service life and net salvage ratio(s) of each individual vintage is necessary. The vintage group procedure calculates an accrual rate for each vintage and the accrual rate for an account for specific calendar year is the weighted average vintage accrual rate for that calendar year. A further refinement would be to divide each vintage into groups such that all of the dollars in a group have the same estimated life-an equal life group (ELG). Then each ELG is depreciated over its estimated life. The effect is to recover each dollar over the estimated number of years it is in service. Each vintage is divided into several equal life groups (ELGs) such that all the property in a specific ELG has the same estimated life. The accrual rate for each ELG is based on the estimated life of that ELG. The vintage accrual rate for a specific year is the weighted average ELG accrual rate for that calendar year. In this paper, we illustrate the calculations of vintage accrual rates for each of the calendar years by the ELG depreciation systems.

The Effects of Depreciation Methods on Investment Motivation for Solar Photovoltaic Systems (태양광 설비투자에 대한 제도적 유인방안 연구: 감가상각법의 경제적 효과 분석)

  • The value of tangible assets depreciates over their useful life and this depreciation should be adequately reflected in any tax or financial reports. However, the method used to calculate depreciation can impact the financial performance of solar projects due to the time value of money. Korean tax law stipulates only one method for calculating the depreciation of solar photovoltaic facilities: the straight-line method. Conversely, USA's tax law accepts other depreciation methods as solar incentives, including the modified accelerated cost recovery system (MACRS) and Bonus depreciation method. This paper compares different depreciation methods in the financial analysis of a 10 MW solar system to determine their effect on the financial results. When depreciation was calculated utilizing the MACRS and Bonus depreciation method, the internal rate of return (IRR) was 10.9% and 16.4% higher, respectively, than when the Korean straight-line depreciation method was used. Additionally, the increased IRR resulting from the use of the two US methods resulted in a 20.5% and 27.4% higher net present value, respectively. This shows that changing the depreciation calculation method can redistribute the tax amount during the project period, thereby increasing the discounted cash flow of the solar project. In addition to increasing profitability, USA's depreciation methods alleviate the uncertainty of solar projects and provide more flexibility in project financing than the Korean method. These results strongly suggest that Korean tax law could greatly benefit from adopting USA's depreciation methods as an effective incentive scheme.

  • 하천관리지리정보시스템(RIMGIS)은 하천정보의 표준화 및 전산화를 통한 정보제공과 하천에 관련한 업무를 지원하기 위해 개발된 시스템으로 5개의 지방국토관리청에서 관리하고 있는 하천대장 및 부도, 구조물도 등의 다양한 하천 관련 정보를 정보화하여 인허가 및 하천기본계획 등의 하천업무를 신속하고 효율적으로 수행할 수 있도록 운영되고 있다. 국가 주요 기반시설을 생애주기 관점에서 관리하고 소요재원의 확보근거를 마련하고자 "지속 가능한 기반시설 관리 기본법"이 제정되었고 최근에 시행되었다. 이에 따라 국토안전관리원에서는 도로·철도·철도 하천 등과 같은 사회기반시설(15종)의 노후화에 대비하여 전략적인 투자와 관리방식 도입을 목적으로 인프라 총조사 사업을 진하천 등과 같은 사회기반시설(15종)의 노후화에 대비하여 전략적인 투자와 관리방식 도입을 목적으로 인프라 총조사 사업을 진행하고 관리를 위해서 기반터 시스템을 도입하였다. 하천관리지리정보시스템과 기반터 시스템은 하천 기반시설의 정보가 데이터베이스에서 다뤄진다는 점에서 유사하지만, 기반터 시스템은 하천관리지리정보시스템과 달리 유지관리 측면에 대한 필요한 보수 주기, 필요 예산 등과 같은 정보를 산정할 수 있도록 프레임워크가 구성되어 있다. 그러나 하천과 기반시설의 코드를 연결하는 작업들은 현재 상황에서는 미흡한 실정이고, 유지관리와 시설물의 노후화를 가속화하는 홍수와 침수피해 등을 전체적으로 고려할 수 있는 방안에 대한 연구도 미진한 상황이다. 이에 본 연구에서는 하천 기반시설의 유지관리를 위해 하천, 제방, 인명에 대한 위험지수를 고려한 잠재 인명피해 위험도와 잠재 홍수피해 위험도를 평가기준으로 설정하고 적용하였다. 또한 이를 포함시킨 투자우선순위 평가기법을 도입하여 감가상각과 위험요소 등을 고려할 수 있는 데이터베이스 구성 방안을 제시하고자 한다.

A Study on the Asset Valuation Method Based on the Performance Information of Bridge (교량 성능 정보에 기초한 자산가치 평가 방법 연구)

  • Asset valuation of social infrastructure is essential for rational decision-making for efficient management of assets. In addition, it can be an indicator for correctly recognizing assets. In general, Korea applies depreciated replacement cost based on the straight-line method to evaluate asset value, yet this is unsuitable for evaluating actual value because it is depreciated at a constant rate over the useful life period. In order to evaluate the asset value considering the performance of the bridge, the performance index of the bridge is estimated using the Weibull distribution. Using the estimated performance indicators and defect index, a new asset value evaluation method is proposed and compared and analyzed with the existing method. The proposed valuation method can take into account the performance of the bridge, so it is judged to be more objective and reasonable than existing method.

  • This study aims at investigating the possible effects on the tax accounting practices stemming from adopting the IFRS in financial reporting process. It also seeks for policy implications to help alleviate practical conflicts likely to arise from the inconsistencies between the existing tax law and the tax related IFRS provisions. The results of the survey analysis are summarized as follows: firstly, majority opinion is opposed to the fair value based revaluation of property assets as well as the application of immediate recognition of foreign currency translation gains/losses. It favors the existing provision on asset securitization which adopts sales transaction view. Secondly, most of the respondents oppose the proposed amendments which allows dual classification of lease contracts on the ground. Third, functional currency appears acceptable on a conceptual level, even though a deep concern is expressed regarding the practical feasibility of computing taxable income using financial statements translated on the basis of functional currency on a practical viewpoint. Fourth, many respondents support the existing convention of recognizing depreciation expenses for taxation purposes and are in favor of the separation of accounting and tax books on a long-term basis. Fifth, the majority opinion approves the maintenance of existing tax reconciliation system and the recognition of expenses related with the doubtful accounts on reporting basis. Finally, a concern is raised with regard to the added burden of practical job loads needed to comply with the proposed amendments.
