Review of Environmental Impact Assessment Re-consulting System - A Comparative Analysis of Korea and Foreign Countries - (환경영향평가 변경협의 및 재협의 제도 고찰 - 국내외 제도 운용현황을 중심으로 -)

  • EIA consultation is a final decision-making process that enables a variety of stakeholders to participate in and to share important information about the expected environmental impacts caused by development projects. However, this process is often undermined through re-consultation processes by significant changes in the proposed plans. EIA re-consultation is a necessary process when an approved plan needs to be changed for a variety of importantreasons including the changes of land use, delay of construction, and surrounding environments. EIA re-consultation is also important to resolve conflicts among stakeholders and to respond flexibly to unexpected changes in surrounding environment. This study aims to analyze the operation status and the problems of current institutional systems of EIA re-consultation, and to draw implications by reviewing institutional systems of other countries such as U.S. EU, Scotland, and Japan. On the basis of the previous analysis, we propose recommendations to improve the existing EIA re-consultation process. We expect this study helps understand operation status and problems of EIA re-consultation, and provides meaningful implications to improve the existing institutional systems and practice of re-consultation.

The Case Study on the Characteristics of Classroom Community in a Christian Alternative School : in Aspects of Activity, Relationship and Value (기독교 대안초등학교 학급의 공동체 특성에 대한 사례연구: 활동, 관계, 가치를 중심으로)

  • The topic of school community is considered very important in Christian education because the Christian religion is based on relationships. However, the studies on school community in Christian education are insufficient. Therefore, this study intends to explore the characteristics of school communities in Christian elementary school through descriptive approach. For this, data was collected through a ten-week participant observations and ten-time interview with the teachers, students, and parents, and artifacts collection. The result of the analysis, students were growing up with experiencing inner conflicts when they have a good relationship with their friends as a member of one community. This study gives suggestions to Christian school and public school communities as follows. First, studies on Christian schools' community have to be based on the Christian worldview. Second, The community of justice needs to be included in Christian school communities. Third, Christian school students experience continuous inner conflicts when practicing Christian values, thus the classroom community needs to be a place where students can talk about it openly. Fourth, public schools only consider the abilities to cultivate community competence, but it needs to apply the Christian school community where it is comfortable and acceptable to reveal weakness. In this way, the community will become a more humanistic environment.

Zhuzi Learning, Yangming Learning, and Formation of "Gukhak": Genealogy of Subjectivity and Silsim (주자학과 양명학, 그리고 '국학'의 형성 - 주체성과 실심(實心)의 계보학 -)

  • This paper traces the historical genealogy of the subjectivity and the silsim (實心, true mind) that appear in Jeong In-Bo's "gukhak" (國學, the national learning) thought and illuminates its characteristics. In the modern East Asian history of thought, the beginning of the emergence of subjectivity and the silsim as the main philosophical topic comes from the Neo-Confucianism of Song Dynasty in China. Cheng Yi is the first thinker to emphasize subjectivity and consciousness. Zhu Xi and Wang Yang-ming inherit the Neo-Confucian thought based on Cheng Yi's principle of subjectivity, but only show difference in methodology. In the Chosun Dynasty, Jeong Je-Doo and his School were one example of the Neo-Confucian spirit of subjectivity and the silsim. Although Jeong In-Bo (鄭寅普) belongs to Jeong Je-Doo's school of Ganghwa in the school curriculum, he has only used it methodologically since he believed that Yangming's learning is more effective in the awareness and practice of the silsim. Especially noteworthy is that the principle of subjectivity led Jeong In-Bo to follow the frame of Zhu Xi's moral theory. Jeong's claim that selfish desire (jasasim 自私心) should be controlled by a conscious mind (silsim) being aware of the right and 'ought to do' corresponds to Zhu Xi's view that the moral mind (dosim 道心) should be selected in the conflict situation between sensual desire (insim 人心) and moral consciousness so that the insim should be supervised by the dosim. Such ethics is a position to emphasize the inner motive and the sense of duty of conduct, and there is no fundamental difference in Zhu Xi and Wang Yang-ming. At least on this point, it is necessary to look at modern and contemporary Korean studies from the perspective of continuity, not discontinuity from Confucian tradition.

A Comparative Study on the Vietnam and the Philippine's Responses to the Chinese Threat in the South China Sea (베트남과 필리핀의 대중국 전략 비교연구: 남중국해 해양 분쟁에 대한 대응을 중심으로)

  • This article explores why the two Southeast Asian countries, Vietnam and the Philippines, choose different strategies to cope with the Chinese threat. Despite the evident Chinese threat in the South China Sea, Vietnam has not meaningfully expanded the military cooperation with the United States, whereas the Philippines, ironically, has distanced itself with its ally, the United States. Existing studies on the topic does not offer a satisfactory explanation. We assign that two cases are examples of "underbalancing" - the failure of balancing even though there is an evident threat. Furthermore, we demonstrate the difference between cases of the Philippines and Vietnam by arguing that the number of veto players affects the outcome of foreign policy, underbalancing of two countries. The Philippines has only one veto player, the president, hence its response to external threats is incoherent. On the other hand, the number of veto players in Vietnam is more than one and those players demand negotiation among them on the matter of foreign policy. Upon analyses on two cases we argue that the former is the case of underbalancing caused by a lack of policy stability, while the latter is the case of underbalancing caused by a lack of policy responsiveness.

Interpretive Approaches to the Characteristics of Neighborhood Environment Using Qualitative GIS of the Elderly's Outdoor Activities - Focused on the Musugol, a Low-Income Elderly Concentrated Area in Seoul - (노인층 옥외활동의 질적 GIS를 활용한 근린환경 특성의 해석 - 서울시 저소득 노인밀집지역 무수골을 대상으로 -)

  • Prior studies have shown positive effects of outdoor activities on the elderly's physical, mental and social health. 'Active aging' and 'age-friendly' neighborhood can be created by modifying the experiences and perceptions of the outdoor environment. This study aims to investigate the outdoor activities of the elderly living in a low-income elderly concentrated area and their perception of the neighborhood environment. We also explored the context of interactions between the facilitators and inhibitors of outdoor activities on the basis of temporal, spatial, and social conditions. We used a mixed method approach by collecting two different types of qualitative GIS data : observation maps of the main places and individual cognitive maps with in-depth interviews. The observational map analysis indicated that the preferred places and activity patterns differ by age, gender, and size of the group. The cognitive map and interviews demonstrated that the elderly's activity goals and perception of the landscape differ by places such as forests, parks, streams, open-spaces, vegetable gardens, and alleys. The elderly's desire for outdoor activities can be better fulfilled when their front doors and alleys are well-connected to an open-sight pleasant space. Familiarity is an important factor for the elderly, therefore it is important to remove the psychological and physical barriers by increasing the legibility and accessibility of places. In addition, social interactions and conflicts can have a significant influence on the elderly's occupation of space in the neighborhood environment.

Association Rules Analysis Between the Types and Causes of Disputes in Construction Projects (연관규칙 분석을 통한 건설공사 분쟁유형과 분쟁원인의 연관성 분석에 관한 연구)

  • Construction projects have high potentials of claims among a variety of stakeholders. Claims on their own are not disputes but they have high potentials leading to disputes if agreements are not made between parties due to conflicting opinions. In the event of the construction disputes between clients and contractors, it could give negative impacts to both parties and, to minimize or pro-actively manage construction disputes, the role of clients is more significant. The objective of the study is to analyze a level of associations between the types of disputes and causes of construction projects based on the association rule analysis, and to identify and discuss key characteristics and implications from client's perspectives. The study analyzes associations between the types of disputes and causes, and also identifies those with a high level of associations. It also presents the outcomes of more systematic analysis compared to descriptive statistics just based on frequencies. Through the analysis of the data cases, the study proposes the directions to resolve the causes of disputes from client's perspectives. It can assist to improve understandings of the relationships between the types of disputes and causes and to pro-actively manage the disputes of construction projects.

  • This study has started from the political process of local community power structure to elaborate the reason why both a majority of cultural artists and cultural artist organizations want to be against establishing the local Foundation for Arts and Culture. The cultural artists and cultural artist organizations believe that the establishment of the local Foundation for Arts and Culture might threaten not only their monopolistic status or their livelihood in the local market relying on public supports, but also make them being marginalized from the potential supports. Therefore many of them have somewhat unfavourable opinions about its establishment. Drawing from the Jellabuk-do case, their concern of being isolated from the monopoly by the local Foundation for Arts and Culture are reduced to publicized discourses such as powerization, the lack of expertise, the loss of independence, and the fall of business. When constructing the Foundation for Arts and Culture, the major values are 'Pluralism' and 'Fairness'. On one hand, the terms of Fairness means that it should be fair in operations, support and executive composition. On the other hand, Pluralism means that policy-making rights should be distributed to various groups, not owned by some specific groups. Some plans for building Foundation for Arts and Culture are needed to make diverse classes and groups to expect the pluralistic interests emerged eventually.

  • 통합물관리를 위한 농촌용수 이 치수 관련 거버넌스를 체계화하고 기반을 마련하고자 지역 내 거버넌스 및 통합물관리에 대한 사례조사, 의견 수렴, 토론 및 소통 등의 과정을 거쳐 사회적으로 수용성이 높은 '농촌용수 통합물관리 거버넌스의 운영 방안' 모델 개발을 중심으로 수행하였다. 우리나라의 물관련 거버넌스는 해당 유역과 단체의 물문제를 중심으로 활동하고 있으며, 국가적 차원의 통합물관리 체계에 발맞춰 나가기 위해서는 농업인 거버넌스 활성화가 필요하다. 또한 농업인 거버넌스는 농업용수 등 물관련 문제 해결에 적극 참여하여 협력과 소통을 기반으로 농업용수부문의 주도권을 확보하여야 할 것이다. 지역 물관리 현황 분석 및 현안 과제를 도출하기 위해 최근 농업용수와 관련한 민감한 이슈가 있는 금강유역 내 위치한 지구를 시범지구로 선정하였다. 논 시범지구는 현북 양수장으로 선정하였으며, 비교지구는 정암 양수장으로 선정하였다. 시범지구인 현북 양수장은 충남 부여군에 위치하고 있어 농업인 단체의 지역본부나 지회가 참여 할 수 있도록 하였다. 또한 통합물관리를 위한 현장의 주체인 수감원과 시설관리기관인 한국농어촌공사 부여지사가 참여하도록 하였다. 농촌용수 통합물관리 거버넌스는 협의의 거버넌스와 광의의 거버넌스로 구분하였다. 협의의 거버넌스 구성은 해당지구의 농업인, 기초지방자치단체, 한국농어촌공사 지사 등으로 구성한다. 광의의 거버넌스 구성은 해당지구의 광역 및 기초지방자치단체, 한국농어촌공사 지사, 지역의 농업인 사회단체 등 10개 이내의 기관과 단체로 구성한다. 거버넌스의 주된 활동은 해당 지역·지구의 농업용수 관리 개선 및 농업인의 적극적 참여를 위한 광역지방자치단체, 기초지방자치단체 및 한국농어촌공사와의 소통과 협력, 갈등을 조정한다. 이와 더불어 농업용수관리 개선을 위한 정책개발, 기존 제도의 개선, 효율적인 물관리를 위한 실천사업 관련된 다양한 연구조사사업 수행, 지역 농업인 영농 활동의 질 향상을 위한 욕구 조사, 중복규제 등 현안 사안에 대한 법 및 정책 개선, 대안 발굴 등 정책과 제도운영 및 개선방안 연구·조사 사업에 전력투구하는 조직체로서 기능을 수행한다. 따라서, 농업인들이 자발적으로 국가적 차원에서 제시하는 농업용수 관련 정책을 따르기 위해 농촌용수 통합물관리 거버넌스를 통한 정책 제안이 반드시 필요하다.

A Study on Vietnamese Marriage Immigrant Women's Cultural Contact Experience - Based on Korean Traditional Holidays (베트남 출신 결혼이주여성의 문화접촉 경험에 관한 연구 - 한국 전통명절을 중심으로)

  • This study aims to explore the cultural contact experience of the Vietnamese Marriage Immigrant's between Vietnamese and Korean culture which is based on the traditional holidays. In order to achieve the goal of this study, this study was conducted by case study method and the data collection was conducted through in - depth interviews with 7 Vietnamese marriage immigrant women. The results of the study are as follows. While Vietnamese married immigrant women have become familiar with Korean culture by experiencing Korean culture while experiencing their own culture, they are experiencing a lot of conflicts due to cultural differences between their home country and Korea. However, they were able to confirm their aggressive adaptation in their domestic and social environments through their experience of traditional Korean festivals. Based on these findings, this study proposes the following suggestions for successful immigrant marriage immigration. First, for a harmonious family life in a Vietnamese multicultural families, it is not a one-way education for married immigrant women, but a mutual culture Education should proceed. Second, marriage immigrant women expressed the feeling that they did not feel family bond and communication in the holiday place. Therefore, it is necessary to acquire the function of traditional festival that promotes the bond of community with more specific programs and events related to traditional festivals do.

The Constructivist Study on Psychosocial Needs of Elderly Female Residents living in Nursing Home (일 무료요양시설 거주 여성 노인의 심리사회적 욕구에 대한 구성주의 연구)

  • The purpose of this study is to achieve an understanding of psychosocial needs of elderly female residents living in the nursing home and their evaluation about psychosocial services from their perspectives. In-depth interview by constructivist inquiry was conducted to explore residents' needs. Purposive sampling was used to ensure that participants could communicate verbally and share their experience of living in the nursing home. 8 female residents who cognitively intact and aged 65 or over were invited to participate in this study. Data collection was conducted from January 1 to 5 in 2008. The interviews were recorded and transcribed. Constant comparison method was used for data analysis. Levels of psychological needs were identified as four categories-satisfied needs; unmet needs; hidden needs; lack of expression of needs. While nursing home generally focuses on medical care provision, residents' psychosocial needs tend to be relatively overlooked. The satisfaction of psychosocial needs is significant in guaranteeing well-being in later life.
