그동안 많은 논란이 있었던 석면문제가 또다시 도마 위에 올랐다. 최근 아기에게 바르는 파우더를 비롯하여 화장품 등에까지 석면공포가 확산됨에 따라 환경부는 석면이 주로 건축자재(80% 이상)에 사용된 만큼 국민건강 보호를 위해 건축물에 사용된 석면의 안전한 관리가 무엇보다 중요하다고 판단, 가이드라인을 제정, 시행에 들어갔다. 가이드라인의 주요 내용은 $\Delta$건축물에 사용된 석면함유 설비 또는 자재를 조사하여 석면지도 작성 및 6개월마다 훼손 여부 평가 관리 $\Delta$석면 해체 제거작업 과정에서 석면이 비산되지 않도록 주변 대기 중 석면농도 0.01개/cc(실내공기질 권고기준) 기준 설정 $\Delta$석면 해체 제거 작업 및 폐석면 처리 시 안전한 석면관리를 위한 준수사항 등이다. 이번 가이드라인은 건축물 사용단계부터 철거 폐기까지 전 생에에 걸친 석면 관리 방법 및 기준 등을 포함하고 있어 건축물 이용자, 철거지역 인근 주민의 석면 노출 차단에 기여할 것으로 기대된다. 환경부는 가이드라인을 자치단체, 다중이용시설 관리자, 건축물 철거업체 등을 통해 널리 알리는 한편, 노동부 등 관계부처와 함께 관련제도 보완 등 건축물 석면관리 개선방안을 오는 6월까지 마련할 계획이다.

최근 도시화로 인해 지상 도로망은 포화상태에 도달했으며, 지하에도 전기나 가스관 등과 같은 라이프라인들이 거미줄처럼 얽혀있어, 교통터널의 지하화 및 대심도화에 대한 국내외적인 관심이 고조되고 있다. 또한 도시의 가장 큰 재산피해를 야기하는 재해 중 하나인 홍수피해는 도시 불투수층의 증가 및 기후변화 등으로 인해 그 발생빈도가 증가하고 있으며, 원인 또한 하천범람이나 우수관의 통수능 부족 등 다양해지고 있다. 그러므로 대도시 지하의 교통터널에 홍수저감의 구조적 대책인 방수로 기능을 추가한 방수로 겸용 터널에 대한 사회적 경제적 수요가 발생하고 있으며, 해외에서는 이미 시공되어 사용되고 있는 사례가 있다. 그러나 교통이나 홍수방어 중 하나의 목적만을 위해 건설되는 터널과 달리 방수로 겸용 터널은 사람이나 차가 평상시에 다니다가 홍수 시에만 방수로로 그 기능이 전화되어 사용되므로, 혹시 발생할 수 있는 수재해에 대한 대피 가이드라인이나 수방 설계에 더욱 주의를 기울이지 않는다면 자칫 큰 인명피해를 야기할 수 있을 것이다. 그러므로 본 연구에서는 기존 도로터널과 방수로에 각각 적용되어 오던 국내 수방 설계 기준 및 수재해 대응 가이드라인을 정리하고, 외국의 방수로 겸용 터널의 설계 지침을 참고하여 우리나라 실정에 맞는 방수로 겸용 터널의 수방 설계 기준 및 수재해 대응 가이드라인을 제안하고자 한다. 이는 향후 국내에 건설될 방수로 겸용 터널의 설계 기준으로 활용될 수 있으며 추가로 입법이 필요한 정책에 대한 기준을 제시할 수 있을 것이다.

최근 한국에서는 기후변화에 따른 영향으로 집중호우의 발생 빈도와 강우강도 증가 및 지속적인 도시침수로 인한 인명 및 재산 피해가 발생하고 있다. 도시침수 예측은 수치모델링, 강우기반의 침수예측 연구가 주를 이루고 있으며, 정량적인 침수계측데이터를 활용한 분석기술은 부족한 실정이다. 침수지도, 침수예측 결과 검증과 더불어 센서기반의 정량적인 침수심 계측 결과를 활용한 도시침수 관리기술 개발이 필요하다. 현재 개발된 침수센서는 개발 주체에 따라 센서 관리 규정이 각각 상이하며, 정해진 규격과 기본적인 성능기준이 부재함에 따라 예산, 유지관리 등 비효율적인 사례가 발생하고 있다. 이에 본 연구에서는 침수센서의 설치시 효율화와 시행착오 등을 방지하기 위해 침수센서의 설치 및 운영에 필요한 성능기준과 설치방법 등을 가이드라인으로 제시하고자 하였다. 가이드라인을 작성하기 위해 도심지 침수센서 관련 설치절차, 설치위치 선정방안, 측정주기, 점검 및 관리 방안 등에 대한 국내외 사례를 조사하였으며, 사례 분석을 통해 침수센서 가이드라인 목차를 도출하였다. 가이드라인 목차로는 침수센서 세부구성 및 작동원리를 기술한 표준모델 구축 방안과 지표, 지표하 등의 계측지점별 센서 설치방안, 현장설치 절차도, 시운전지침으로 구성하였다. 향후 가이드라인을 통해 침수센서를 효율적으로 운영하여 도시침수 발생시 선제적 대응체계 강화 방안 마련에 활용될 수 있을 것으로 판단된다.

목적 : 본 연구는 감기에 대한 한약제제 임상시험을 수행하고 평가하는 데 보편적인 원칙을 제공하는 가이드라인 개발과정 및 내용을 소개하여 가이드라인 활용성 및 접근성을 높이고자 한다. 방법 : 임상시험 가이드라인 개발을 위해 총 9인으로 이루어진 위원회를 구성하고, 전반적인 절차를 수립하였다. 먼저, 가이드라인 집필위원회에서 관련된 국내외 가이드라인을 고찰하고, 감기에 대한 최신 임상시험 논문을 분석하여 초안을 완성하였다. 이후 대한한방내과학회 소속 전문가 자문위원회 검토 및 8인의 전문가로 구성된 협의회 자문을 통해 최종 가이드라인을 도출하였다. 결과 : 본 가이드라인은 (1) 일반적 사항 (2) 유효성 평가 기준 (3) 유효성 평가 방법 (4) 시험 대상자 선정 (5) 임상시험 설계 (6) 안전성 평가 (7) 감기 치료에서의 병용요법 (8) 한의학적 고려 사항의 8가지 범주로 나뉘어진다. 최종 개발된 가이드라인은 한의약임상시험센터 협의회와 대한한방내과학회의 인증을 득하였다. 결론 : 본 가이드라인은 감기 치료를 위한 임상시험을 수행하고 평가하는 데 유용하게 사용될 것이며, 이를 통해 신뢰할 수 있는 결과를 이끌어내고 정확한 해석을 용이하게 할 수 있을 것이라 기대된다. 또한 추후 해당 가이드라인 개정 및 관련된 호흡기질환 가이드라인 개발 과정에 도움을 줄 수 있을 것으로 사료된다.

수출입 물품이 제도와 운송 및 보관 또는 통관 등 무역과 관련된 자가 안전관리 기준을 충족하는 경우 세관이 AEO로 공인하고 통관절차상 우대하는 방안이 AEO제도이다. 이 연구에서는 국내 AEO 공인 제도와 AEO 인증 기준 및 절차에 따른 세부 가이드라인에 대해 분석한다.

Estimation of wind load on bridges is one of the most important aspects in designing bridges in coastal region. Various design codes and researches have suggested the procedure to estimate design wind speed; however, they do not match one another due to many reasons such as incomplete data set, ignorance of wind environment and so on. For this reason, the necessity of guideline for estimation procedure of basic wind speed which reflect the roughness of surface and the topographical effect have been increasing. In this study, we have analysed limitations of the basic wind speed of nationwide suggested by Korea Building code(AIK, 2009) and Highway bridge design code(MOLTMA, 2010). In additional, we set forth guidelines considering the roughness of land surface and the topographical effect. Using the procedure, the basic wind speed were estimated for 15 coastal regions in Korea and compared with those listed in the existing codes.

The purpose of this study is to investigate the services provided to the patient based on the guidelines and standards due to the importance of the existence and role of the hospital library. The subject of investigation is foreign hospital library. As a result of the related search terms from search engine Google, researcher selected 90 overseas hospital library sites and examined the type of service based on guidelines and standards. As a result of the survey, services were provided mainly for 'basic service' and 'health information resource service' and 'health information resource service' was provided mainly for 'providing and delivering' rather than 'education'. 'Mental and psychological healing services' were found to be insufficient overall. The suggestion for providing hospital library service is as follows. First, it is necessary to provide library name and service that specialize only in patients. Second, it is necessary to expand bibliotherapy service, which is the center of hospital library service, especially providing culture, rehabilitation and entertainment programs, which are mental and mental healing services. Third, it is necessary to arrange human resources of health librarian and volunteer based on librarian.

A "Housing Performance Grade Indication System" that is bound to present the grade in housing designs has been executed since January 2006 in order to build sustainable housing and supply high quality housing. Thus, users are able to select their housing based on certain comparisons in housing performances, and providers can be exactly evaluated using precise standards according to the execution of this system. The objective of this study is to propose a guideline in designs according to the grade of housing as a reasonable decision making tool in order to obtain a high grade in housing performance grades under the execution of the "Housing Performance Grade Indication System". In order to perform this goal, this study examines the performance evaluation item and evaluation guidelines in the "Housing Performance Grade Indication System" and analyzes relative systems and guidelines executed in the present time to investigate certain relativeness for this system. The housing performance evaluation item can be classified four different categories according to the characteristics of evaluation guidelines. Then, the system of a design guideline is configured to propose a reasonable design guideline according to the grade of housing performances. It is evident that the design guideline proposed in this paper will support the reasonable decision making to obtain a high grade in housing performances for the designer and constructor in the process of a housing project.
