Cost Estimation Model for Introduction to Virtual Power Plants in Korea (국내 가상발전소 도입을 위한 비용 추정 모델)

  • The introduction of virtual power plants is actively being discussed to solve the problem of grid acceptability caused by the spread of distributed renewable energy, which is the key to achieving carbon neutrality. However, a new business such as virtual power plants is difficult to secure economic feasibility at the initial stage of introduction because it is common that there is no compensation mechanism. Therefore, appropriate support including subsidy is required at the early stage. But, it is generally difficult to obtain the cost model to determine the subsidy level because of the lack of enough data for the new business model. In this study, a survey of domestic experts on the requirements, appropriate scale, and cost required for the introduction of virtual power plants is conducted. First, resource composition scenarios are designed from the survey results to consider the impact of the resource composition on the cost. Then, the cost estimation model is obtained using the individual cost estimation data for their resource compositions using logistic regression analysis. In the case study, appropriate initial subsidy levels are analyzed and compared for the virtual power plants on the scale of 20-500MW. The results show that mid-to-large resource composition cases show 29-51% lower cost than small-to-large resource composition cases.

  • Recent, energy transition policies are driving to increase in the number of small photovoltaic(PV) generators. It is difficult for system operators to accurately anticipate the amount of power generated from such small scale PV generation, and this may disrupt dispatch schedules and result in an increase in cost. The need for a Virtual Power Plant(VPP) is emerging as a way of resolving these problems, as it would integrate small-scale PV plants and eliminate uncertainty about the amount of power generated, control voltage, and provide power reserves. In this paper, the cost evaluation methods are described for determination of VPP cloud charges both Net Present Value(NPV) method and Profitability Index(PI) method, the calculated outcomes of the two types of cost evaluation methods are presented in detail. It seems we secure profitability as we get 1.22 of profitability index from calculation results, it may be attractive for the aggregator as NPV is enough for satisfying profitability.

  • A virtual power plant is a kind of software power plant that enables participation in power operation by integrally managing individual distributed resources. This paper proposes a common information communication architecture based on the TASE.2 standard and the OpenADR2.0 standard to operate a virtual power plant as a single power system. ESS is designed TASE.2 SBO devices that related objects are mapped to OpenADR2.0 services and composed as a single sequence type. Through simulation verification, it conforms data exchange and operation based on both standards.

  • 본 연구에서는 국내 방사선 작업 종사자의 연간 피폭량 중 상당부분(30%)를 차지하는 원자력 발전소 작업 종사자의 방사선 피폭량을 3차원 그래픽 시뮬레이션 기술 및 Java 프로그래밍과 수치해석 방법을 이용하여, 보다 안전한 작업 계획 수립에 필요한 작업 동선에 따른 방사선 피폭변화에 대하여 연구하였다. 원자력 발전소의 방사성 폐기물 처리 시설에 대해 3차원 그래픽으로 모델링 작업을 수행하고, 가상공간에서 선원과 작업자와의 거리 및 시간에 따른 방사선 피폭량을 수치 해석적으로 계산하였다. 선원의 종류에 따른 특정감마선($\tau$상수)을 입력하여 가상 작업 시뮬레이션 동안의 피폭선량을 평가하였으며, 시간에 따른 가상 작업자의 위치와 이동거리, 방사선 피폭량 등의 결과데이터 파일을 이용하여 작업 결과를 분석하였다.

  • 여러 가지 안전사고 항목 중에 밀폐공간 작업과 관련된 사고는 다른 사고에 비해 사망으로 이어질 가능성이 매우 높으며, 사고 발생 시 2명 이상이 동시에 사망하거나 부상당할 가능성이 높은 사고다. 안전보건공단 자료에 의하면, 사고자 2명 중 1명이 밀폐공간 질식사고자이다. 또한 용접작업은 발전소 작업 현장에서는 보일러 튜브 교체 및 수리 등 다양한 부분에서 많이 사용되고 있다. 특히 발전소는 위험물질을 다량 보유하고 있는 곳으로, 고열, 불티에 의한 화재폭발은 대형 인명사고로 이어질 가능성이 매우 높다. 그러나 밀폐공간 작업 및 용접작업에 대한 안전교육은 직접 체험이 어렵기 때문에 효과적인 교육 방법에 대한 연구가 필요하다. 그러므로 본 연구에서는 가상현실 기술을 적용하여 발전소 작업 현장 인원을 대상으로 안전교육이 가능한 밀폐공간 작업 및 용접작업 시 일어날 수 있는 일을 체험할 수 있도록 한 가상현실 안전교육 콘텐츠를 개발한 내용에 대해 살펴보고자 한다.

  • 전범위 복제형 시뮬레이터에 의해 이루어진 원자력 및 화력발전소에서의 운전원교육은 훈련원에게 실제 발전소 주제어실에서 운전한다는 인식을 시켜 실제감을 느끼게 한다는 면에서 장점이 있으나, 막대한 하드웨어 개발비용과 또한 동일 장소에 훈련원들이 모여야 한다는 공간적인 제약성을 가지고 있다. 이에 전력연구원은 3차원 웹기술을 접목하여 가상으로 주제어실을 개발하여 네트워크를 통하여 하나의 사이버 공간에서 공동으로 하나의 작업을 수행케 하는 Collaboration 기능을 탑재한 강의실용 가상주제어실 교육훈련 시스템(VRMCR : Virtual Reality Main Control Room)을 개발하였다. VRMCR은 3차원 웹(Web) 기술을 적용하여 공간을 이동하면서 버튼, 계기판, 경보판 등의 형상을 파악할 수 있으며, 주요 계기들은 시뮬레이터와 연동되어 있어서 특정 스위치를 조작하면 경보판의 울림, 계기판의 변화 등을 감지할 수 있도록 개발하였다. 또한 교육생들이 하나의 팀을 구성하여 네트워크상의 자신의 컴퓨터에서 각종계기의 조작 및 문제 상황 대처 방법을 학습할 수 있을 뿐 아니라, Cyber Glove, HMD 둥의 가상현실 장비를 이용하여 사용자로 하여금 한층 더 몰입감을 느낄 수 있도록 하였다.

A Comparative Study on NIMBY to Nuclear Power Plants (원자력발전소에 대한 님비의 정량적 측정과 비교)

  • This study tries to quantify the regional NIMBY costs to nuclear power plants. NIMBY costs are estimated as willingness to pays for avoiding nuclear power plants near residential areas through the contingent valuation method(CVM). In the study, it was assumed that the nuclear power plants were newly constructed around the residences. The result of 600 respondents living within a radius of 30 km of nuclear power plants compared to the result of 600 respondents living in the metropolitan area, which revealed that there were significant NIMBY costs to the construction of nuclear power plants in all residences. By region, the willingness to pay in the metropolitan area was greater than that in the nuclear power areas. This study focuses on NIMBY to nuclear power plants from a regional point of view, which can provide important information in establishing prudent and sound nuclear power policies.

  • In this study, The Virtual Power Plant (VPP) solution platform considered in this study minimizes the cost and investment risk associated with the construction of power generation and transmission facilities. In addition, it includes a Demand Response (DR) program operation function to meet consumers' electricity demand. With the introduction of VPP, it is possible to provide more eco-friendly and efficient power by responding to changes in consumer load in real time through existing generators and DR programs without large-scale facility investment in power generation and transmission/distribution sectors. In order to link the communication device to the solar power and ESS linkage device, it is necessary to transmit data in the control/state between the device device and the edge system and develop an IoT device and interworking platform (OneM2M).

  • In a power plant, the utility operates controllers include safety program that has performed several stages verification to prevent accidents in preparation for accidents, or to stably operate in accident. This paper describes the virtualization technology so that the verified binary operating system and application program can operate on the controller processor used in the power plant safety control facility. The technology applied to this virtualization processor uses commercial tools to implement the essential components for the operation of the safety-grade controller processor module, such as command interpreters and analyzers, and the virtualization platform was developed in a Linux-based operating system using the Imperas Tool. In addition, it was checked whether the implemented virtual processor module can normally interpret and execute binary-type instructions.
