Home ICTs environment for distance learning contexts: A longitudinal comparison of household smart devices (원격수업 시대, 가정의 ICTs 환경 적합성: 가구 및 가구원 수별 스마트기기 보유 단기 종단적 비교)

  • The COVID-19 pandemic has led to distance learning in primary and secondary school. Little has been known whether home ICTs environment is appropriate for the distance learning. This paper aims to assess the current state of ICTs environment at home for the distance learning of children. Using 2012 and 2019 Korean Media Panel Survey, we investigated the number of smart devices owned by households and found differences in ownership by household characteristics. The results showed that the majority of household owned more than one smart devices per child. However, the difference in the proportion of households with less than one device per child varied depending on whether smartphone was included in smart devices. These results imply that public intervention is needed to prevent educational inequality caused by the home ICTs environment for the distance learning.

Institutional Dynamics of In-Work Poverty Determination: Distributive Process of Labor Markets, Households, and the Welfare State Using Korean Welfare Panel Study, 2008-15 (근로빈곤 결정의 제도 동학: 노동시장과 가구, 복지국가 분배 과정 분석)

  • This paper adopts a distributive performance process model of in-work poverty based on labor markets, households, and welfare states and analyzes the 4-11 waves of the Korean Welfare Panel Study during 2008-15. Previous studies on in-work poverty have focused on the definitions and concepts of in-work poverty by analyzing employment and unemployment persistence and repetition dynamics, but rarely paid attention to institutional distributive performance. In this regard, this study preforms a stepwise analysis of labor markets, households, and welfare states as a process of income generation in labor markets, satisfaction of welfare needs and income pooling at households, and deduction of social security contribution and income tax as well as receipt of public transfer income at welfare states. Results of empirical analysis show that in-work poverty had been on increase during 2008-11, followed by a decrease between 2012-15. At labor market stages, full time status had the most prominent impact on in-work poverty process, while status by employment and contract type have generated a huge variation as well. At household stages, household work intensity and number of earners contributed to reduction of in-work poverty, but the relations did not seen to be straightforward. However, welfare state played little role in lifting employees out of in-work poverty. In terms of institutional distributive process, in-work poverty was prevalent in either household-welfare state stage or labor market-household-welfare stage. Non-vulnerable group in terms of in-risk poverty was around 80% of the sample during the period of analysis, the size of which has remained constant.

Estimating the Value of Statistical Life by Analysing Disease Protective Behavior: Focusing on Medical Examination of Cancer (질병예방행위 분석을 통한 확률적 인간생명가치 추정: 암 검진 행위 분석을 중심으로)

  • This study estimates the VSL(value of a statistical life) as well as the WTP(willingness to pay) for mortality risk reduction using sample selection model with data on liver cancer examination which is associated with little possibility of multi-purpose(i.e. joint production) in averting behavior. The marginal benefits of mortality risk reduction are estimated by applying for household production function model with medical expense and the time required for medical examination of liver cancer. Individuals are more likely to take liver cancer test if they are male, older, higher educated, those with spouse, smoker, more income of household, and more anxious about their health. The costs of liver cancer examination are statistically significantly affected with expected signs by size of mortality risk reduction, sex, period of eduction, those with spouse, and household income. The marginal effect of mortality risk reduction owing to taking liver cancer examination is estimated at 321,097 won. The costs of liver cancer examination are increased by 905 won with more one year of education period and by 1,743 won with more one million won in household income. On liver cancer examination, male spends more 12,310 won than female and those with spouse pay more 7,969 won than those without spouse. Therefore the VSL from mortality risk reduction due to liver cancer examination is 321.10 million won at mean size of mortality risk reduction and mean cost of liver cancer examination. The results of sensitivity tests on costs and effects of liver cancer test shows that the VSLs are estimated in a range from 160.55 million won to 642.19 million won.

Estimation of the value of dam flushing by using Bayesian analysis - the case of Chungju dam (베이지안 추정법을 활용한 댐 추가방류수의 경제적 가치 추정 - 충주댐 사례)

  • Recently as algae phenomenon has been intensified, the need for additional dam flushing has been raised. To establish the more rational policies concerning the dam flushing, it is necessary to evaluate the dam flushing. This paper attempts to examine households' willingness to pay (WTP) for dam flushing by using a contingent valuation (CV). Especially, unlike other CV studies which used maximum likelihood estimation (MLE), this study employed Bayesian approach. This study surveyed a randomly selected sample of 1,000 households nation-widely, and asked respondents questions in person-to-person interviews about how they would be willing to pay for the additional dam flushing. Respondents overall accepted the contingent market and were willing to contribute a significant amount (1,909.4 won), on average, per household per year. The aggregate value amounts to approximately 35.7 billion won per year.

Households' willingness to pay for the residential electricity use (주택용 전력에 대한 지불의사액 분석)

  • Electricity is a basis for human existence. This paper attempts to analyze the households' willingness to pay (WTP) for the residential electricity use. The WTP for the residential electricity use can be defined as the sum of actual price of and additional WTP for it. The former is easily observed in the market, but the second is not observed and thus should be obtained through a WTP survey of households. To this end, this study conducted a survey of randomly selected 1,000 households in Korea in November 2010. The results indicate that the mean additional WTP for the residential electricity use was estimated to be KRW 11.24 per kWh. Given that the average price of residential electricity was KRW 98.07 per kWh at the time of the survey, the economic benefit from the residential electricity use was computed as KRW 109.31 per kWh. This information can be compared with the cost involved in the supply of one kWh of residential electricity.

Design and Development of Carbon Emission Monitoring System in Sejong City, Korea (세종시 탄소배출 모니터링시스템(CEMS)의 설계)

  • Many kinds of carbon emission monitoring systems or integrated systems have been developed so far. However, despite of the development of related techniques, they tend to be lack of statistic processing functions for feedback and policy-making data for users. In this study, a new CEMS (Carbon Emission Monitoring System) has been suggested and implemented in Sejong City, Korea. This system adapted automatic remote reading system from the site management agency as data hub to collect the electricity, gas and water usage of each household. The CEMS is consisted of 6 parts; carbon emission measurement, carbon emission standard setup and management, statistic analysis and the incentives. CEMS is distinguished with other systems for its UIs for users and the administrators. Also, data sharing with urban information system(UIS) of local government to produce information for users and policy-makers. This system makes it possible to investigate the change of energy consumption patterns, especially depending on the family structure and the housing characteristics. Furthermore, analyzing their correlation with carbon emission, it is expected to provide basic data used to establish urban environmental policies.

Family, State, and Community Sources of Income Stability (가족.국가.공동체의 소득 안정화 효과 분석)

  • Aggregate income stability depends heavily on labor market institutions that stabilize or de-stabilize earnings. But, with the expansion of sate welfare programmes, public income transfers are also important sources of income stability for individual and families. Moreover, income stability is determinant factor of individual and family well being, there are another strategies of income stability in society. Family-based and community-based strategies are particularly important. Accordingly, the distribution of income stability in a given society depends on such institutional arrangements as market, family, state, and community. The purpose of this study is to analyse the income stabilizing role of family, state, and community. I found that stabilizing effect of the family and community was very strong in Korea. When institutional features of labor market and the state leave individuals exposed to market risk, they may be respond by relying more on family-based or community-based strategies of income stabilization. But, I can't deny the possibility of an inadequacy of these strategies in according to the rapid changes of family structures and informal networks. Therefore, state-based strategies of income stabilization should be more strengthened in Korea.

Assessment of Economic Value of Sangkwan Multi-Purpose Reservoir (II): Benefits of Recreational Water (상관 다기능 저류지 조성의 경제적 편익 평가(II): 레크리에이션용수 공급편익을 중심으로)

  • There is imminent need to find a way to measure the recreational benefits of water so that appropriate actions can be taken to make a multi-purpose reservoir. Therefore, this study attempts to apply a choice experiment to quantifying the recreational benefits of a multi-purpose reservoir, using a specific case study of Sangkwan multi-purpose reservoir. We consider the trade-offs between price and attributes of recreational attributes for selecting a preferred alternative and derive the marginal willingness to pay (MWTP) estimate for each attribute. The results show that the MWTP for providing additional 10,000 ton of water is estimated to be 3 won per household per year. The MWTP for improving 1 level of water quality is computed to be 645.5 won per household per year. Moreover, the MWTP for providing recreation facilities is calculated to be 1,518.6 won per household per year. This study allows us to provide policy-makers with useful quantitative information that can reduce uncertainty in the decision-making process related to a multi-purpose reservoir construction projects.

Estimating River Spatial Restoration Values Using the Meta-regression Benefit Transfer Method (메타회귀분석 편익이전 기법을 이용한 하천 복원 가치 추정)

  • 본 연구의 목적은 독립적으로 수행되어진 하천 복원 가치추정 선행연구들을 대상으로 메타회귀분석을 활용한 편익이전을 제시함으로써, 편익이전의 타당성 및 적용 가능성을 검토하는 데 있다. 문헌검색을 통해 '하천 가치평가', '하천 가치', '물 환경 가치추정', '하천 편익' 등에 관한 자료를 수집하였으며, 총 60편의 연구를 수집했다. 그 중 중복된 연구를 제외하고 가치추정 단위를 '원/년/가구'로 통일함으로써 51편의 연구를 분석에 사용했으며, 90개의 가치 추정치가 실증분석에 사용되었다. 본 연구는 국내에서 수행된 하천 복원 가치 추정연구를 집대성하여 DB를 구축하고 요약통계량을 중심으로 선행연구 결과를 기술하였으며, 메타회귀분석을 실시한 후, policy site의 특성과 조건에 맞게 함수를 조정하고, 조정된 함수를 사용하여 policy site의 가치를 예측하였다. 종속변수로는 총 가치(원/년/가구, 2015년 불변가격)가, 독립변수로는 하천유형, 위치, 규모, 환경 서비스특성, 그리고 방법론 특성, 지불형태, 대상지 사회경제적 특성 변수들이 포함되었다. 모형의 추정결과 조정된 값은.420으로써 종속변수 총변이의 42.0%를 모형이 설명하는 것으로 나타났다. 메타회귀분석을 통해 본류에서 멀어지는 소규모하천일수록 하천의 경제적 가치를 더 크게 느끼는 것으로 나타났으며, 전체적인 영향력 크기를 고려해 본다면 하천을 복원할 때 수질정화기능, 서식지기능, 이수기능, 치수기능, 여가 및 수변공간으로의 기능 순으로 고려하는 것이 하천의 가치를 보다 높일 수 있을 것으로 보였다. 또한 지불방법은 매월, 인당 지불하는 것으로 제시할 때 경제적 가치 추정치를 높일 수 있는 것으로 해석되었다. 모델추정 결과를 활용한 함수이전에서는 만경강의 특성을 반영하고 조정함으로써 만경강의 가치를 추정하였으며, 모형으로부터 얻은 만경강 가치 예측치는 가구당 매년 41,214원으로 추정되었다. 본 연구의 메타회귀분석은 선행연구를 객관적으로 종합할 수 있는 분석의 틀로서 충분한 활용 타당성이 인정되는 것으로 보이며, 편익이전 시에 policy site의 자원특성과 조건에 맞춰 함수를 조정하여 예측치를 제시함으로써 메타회귀분석 함수이전의 융통성을 보여주었다. 이에 메타회귀분석을 통한 편익이전은 타당성 및 적용 가능성 측면에서 긍정적으로 판단된다.

Association between Risk of Obstructive Sleep Apnea and Subjective Health and Health-Related Quality of Life of the Korean Middle-Aged and Elderly Population (한국 중고령층의 폐쇄성 수면무호흡증 위험과 주관적 건강 및 건강 관련 삶의 질 간의 연관성)

  • Background: This study aimed to identified the relationship between the risk of obstructive sleep apnea, subjective health, and health-related quality of life among the middle-aged and elderly population in Korea. Methods: Adults aged 40 or older were extracted from the total 22,559 respondents to the 2019-2020 Korea National Health and Nutrition Examination Survey VIII, and secondary analysis was conducted on a total of 6,659 middle-aged and elderly people with no missing values. Logistic regression analysis and multiple regression analysis were conducted to examine the relationship between obstructive sleep apnea risk factors and subjective health as well as quality of life. Results: The subjective health status decline in the high-risk group compared to the non-risk group for obstructive sleep apnea was statistically significantly higher, with an odds ratio of 1.84 (p<0.001). The health-related quality of life was also statistically significantly lower by 0.02 points (β, -0.02; p<0.001). As a result of subgroup analysis on specific variables, the association between the risk of obstructive sleep apnea and subjective health and health-related quality of life was statistically significant depending on gender, sleep time, presence of depression, household income, and number of household members. Based on the obstructive sleep apnea risk group, women had a higher correlation with low subjective health and lower health-related quality of life scores than men. Sleeping time of more than 8 hours or less than 6 hours was more associated with low subjective health and lower health-related quality of life score than sleeping time of 6-8 hours. Patients with depression were more likely to have low subjective health than those without depression. The lower the household income level and the smaller the number of household members, the higher the association with low subjective health and the lower the health-related quality of life score. Conclusion: It is essential to recognize that the risk of obstructive sleep apnea not only directly affects sleep disorders but also impacts individuals' subjective health and quality of life. Consequently, social support and education should be provided to raise awareness of this issue. Particularly, programs for preventing and managing obstructive sleep apnea should target vulnerable groups such as women, individuals in single-person households, low household income, and those with depression, aiming to improve their subjective health and quality of life.
