A Design and Implement of Efficient Agricultural Product Price Prediction Model

  • In this paper, we propose an efficient agricultural products price prediction model based on dataset which provided in DACON. This model is XGBoost and CatBoost, and as an algorithm of the Gradient Boosting series, the average accuracy and execution time are superior to the existing Logistic Regression and Random Forest. Based on these advantages, we design a machine learning model that predicts prices 1 week, 2 weeks, and 4 weeks from the previous prices of agricultural products. The XGBoost model can derive the best performance by adjusting hyperparameters using the XGBoost Regressor library, which is a regression model. The implemented model is verified using the API provided by DACON, and performance evaluation is performed for each model. Because XGBoost conducts its own overfitting regulation, it derives excellent performance despite a small dataset, but it was found that the performance was lower than LGBM in terms of temporal performance such as learning time and prediction time.

  • 세계 경제질서의 급속한 변화에 따라 최근에 많은 선진국들이 경쟁법을 개정하거나 앞으로 개정할 움직임을 활발히 전개하고 있다. 특히 이중에서 글로벌 경제의 급속한 진전에 따라 여기에 대응하기 위한 경쟁법의 개정 움직임도 활발하게 이루어지고 있음을 음미해보아야 할 것이다. 미국은 반트러스트법의 개정을 검토하기 위하여 공청회를 개최하고 ''95년 5월 ''새로운 하이테크 글로벌 시장에서의 경쟁정책''이라는 보고서를 발표하였으며, 이에 따라 합병심사에서 효율성을 앞세워 미국 국내기업의 해외 진출을 지원하고 합병을 용이하게 하도록 ''92년에 제정된 합병 가이드라인을 개정하였다. EU의 구주위원회도 기업결합의 글로벌화가 촉진되도록 ''96년 7월 합병규제규칙을 개정하여 업계가 손쉽게 합병을 할 수 있도록 절차에 있어 일원적 처리의 범위를 확대하였으며, 기업의 규제대상이 되는 연간 매상고기준을 인하하고 합병심사의 대상기업이라도 경쟁상 중대한 문제가 발생하지 않는 것으로 판단되면 공동체 시장에서 적합성을 선언할 수 있도록 하고, 경쟁제한법 협정의 적용제외 규정에서 수직적 제한에 대한 경쟁법 적용여부의 결정은 당사자의 시장점유율을 고려해서 적용여부를 결정하는 등 폭넓은 선택이 가능하도록 개정하였다. 이에 따라 EU국가인 독일, 영국, 프랑스 등의 EU회원국들은 EU합병규제규칙 및 EU경쟁법과의 조화가 이루어지도록 자국의 법체계를 정비하고 있다. 이에 따라 독일은 지난 ''97년 7월 31일에 경쟁제한금지법 제정 이후 40년만에 근본적인 개정의 필요에 따라 EU경쟁법과의 조화, 카르텔에서 적용제외 규정을 글로벌 경제구조에 맞도록 과감히 삭제$\cdot$축소하고, 합병규제대상의 매상고기준을 상향(5억$\right$10억마르크)하고 법체계를 명확하고 알기 쉽게 정리하는 개정(안)을 발표한 바 있다. 그리고 영국 무역산업성 장관은 지난 ''97년 8월 7일 영국의 경쟁법개정(안)을 금년 가을까지 성립을 목표로 발표하였는데, 그 주요 내용은 반경쟁적 협정 및 시장지배력 남용에 대한 강력한 억제력과 중대한 남용행위에 제재금을 부과함으로써 경쟁을 통한 소비자의 이익과 선택을 확보하고 산업계의 불필요한 부담을 경감토록 하여 글로벌시장 경쟁에서 혁신과 투자를 자극하도록 유도하였고, 프랑스는 생산업자와 유통업자에 의한 부당염매금지 제도를 도입하고 경쟁제한행위금지 위반시의 벌칙을 강화했다. 일본은 치열한 국제경쟁에 대응하고 경제구조의 개혁과 사업자활동을 보다 촉진하기 위하여 지난 1997년 6월 11일 일본독점금지법을 개정하여 독점금지법에 위배되지 않는 범위에서 지주회사 설립 금지를 해체하고 대규모회사 주식보유총액제한 규제대상을 완화하는 한편 국제계약신고제도를 폐지하였다. 캐나다는 합병신청서 제출기간을 연장하고 통신판매를 직접규제대상으로 경쟁법 개정을 준비하였고, 호주는 거래관행법을 개정하여 연방정부와 주$\cdot$준주 정부간의 경쟁정책의 법적용을 통일하고 거래관행법 적용을 모든 사업에 확대하며, 재판매가격유지행위의 금지대상에 용역(전기통신서비스)도 포함시키고 시장참입을 촉진하는 제도를 신설하였다. 뉴질랜드는 합병이 국내시장에 영향을 주는 경우에는 외국에서의 합병에도 경쟁법을 확대적용하도록 하였다. 위와 같이 세계의 많은 국가에서 경쟁정책에 대한 새로운 동향과 공정거래법에 대한 개정작업이 활발히 이루어지고 있는데, 본고는 미국, EU, 독일, 영국, 프랑스, 일본, 캐나다 및 호주와 뉴질랜드 등 주요선진국에서의 공정거래법 개정 동향에 대한 주요 내용을 소개한 것이다.

Effect of Low Sulphur Fuel Oil Use on Korean Container Shipping Companies by IMO Environmental Regulations (IMO 환경규제에 따른 저유황 연료유 사용이 국적 컨테이너 선사에 미치는 영향)

  • This study examined the background of IMO environmental regulations and countermeasures of domestic and foreign liner shipping companies and also analyzed the additional cost and profitability of container shipping companies by implementation of IMO 2020, when the fuel oil is converted to low sulfur oil. The results show that the national flag carrier would incur significant additional costs when using low sulfur oil, which would worsen its profitability in all scenarios. These analysis results suggest that for regional shipping companies need reasonable BAF setting standards, which is flexible to the price of fuel oil and also seek ways to co-exist through mutual cooperation among oil refiners, shippers and shipping companies.

Korean Companies' Understanding of Carbon Pricing and Its Influence on Policy Acceptance and Practices (한국 기업의 탄소가격 정책에 대한 이해가 정책 수락 및 대응에 미치는 영향)

  • In response to climate change, Korea is attempting to shift the paradigm of energy and climate change policies by introducing carbon pricing based on market mechanisms. While policy adoption is proceeding at a rapid pace, the introduction of carbon pricing has been faced with great opposition from industry. This study measures to what extent Korean companies understand and accept carbon pricing, using data from a questionnaire survey covering energy consuming companies in 2012, when discussions between the government and such companies about the introduction of a domestic emission trading system were active. It further identifies how preparations and practices for carbon and energy management of companies correlate with their policy understanding and acceptance. The analysis results show that the surveyed companies indicate moderate understanding of, as well as resistance to carbon pricing policies, while appreciating the economic incentives and accepting the mandatory regulations in this phase. Companies' understanding is more related to characteristics, i.e., sector, size, etc. than external pressures. This study found that the extent to which companies understand policy is the essential factor in their policy acceptance and related practices. In particular, understanding of carbon policy significantly influences their managerial practices and voluntary activities for carbon and energy practices. This study substantiates the correlation between the level of policy understanding of a company and its carbon and energy practices - something that all countries seeking to introduce carbon pricing in response to climate change should consider prior to policy actually being implemented; in other words, enhancing the understanding of major policy subjects of the new instrument is a key policy strategy that should be elaborated as it will lead to better performance of companies and smoother policy implementation.

A Study on the Forecasting Trend of Apartment Prices: Focusing on Government Policy, Economy, Supply and Demand Characteristics (아파트 매매가 추이 예측에 관한 연구: 정부 정책, 경제, 수요·공급 속성을 중심으로)

  • Despite the influence of real estate in the Korean asset market, it is not easy to predict market trends, and among them, apartments are not easy to predict because they are both residential spaces and contain investment properties. Factors affecting apartment prices vary and regional characteristics should also be considered. This study was conducted to compare the factors and characteristics that affect apartment prices in Seoul as a whole, 3 Gangnam districts, Nowon, Dobong, Gangbuk, Geumcheon, Gwanak and Guro districts and to understand the possibility of price prediction based on this. The analysis used machine learning algorithms such as neural networks, CHAID, linear regression, and random forests. The most important factor affecting the average selling price of all apartments in Seoul was the government's policy element, and easing policies such as easing transaction regulations and easing financial regulations were highly influential. In the case of the three Gangnam districts, the policy influence was low, and in the case of Gangnam-gu District, housing supply was the most important factor. On the other hand, 6 mid-lower-level districts saw government policies act as important variables and were commonly influenced by financial regulatory policies.

An Analysis of the R&D Investment Efficiency in Power Industry (전력산업의 연구개발투자 효율성 분석)

  • The R&D investment of power industry has significant influences on the social welfare as well as national economy. It is necessary to analyze how efficient the R&D investment has been performed. The objective of this study is to verify the efficiency of the R&D investment in the domestic power industry. A formula was introduced to by calculate the appropriate amount of R&D investment of monopolistic industry under the regulations which are determined by the proportion of R&D elasticity and price elasticity. It has resulted that there would be no economy of scale as the sales of electricity increases at the same rate of the increasing cost. The R&D investment in the present electricity industry has been performed inefficiently by showing the negative impact on price-cost margin of the intensity of R&D investment, which is the extent of R&D investment to reinforce economy of scale.

해운이슈 - KMI, 해운동맹 폐지/담합행위 규제강화 보고서 발표

  • 유럽연합(EU)의 집행위원회(European Commission)가 국제 화물운송료를 담합한 글로벌 물류기업에 대규모 과징금을 부과했다. EU 경쟁당국은 쿠네&네이젤(Khune+Nagel), 판알피나(Panalpina), 유피에스(UPS) 등에 총 1억 6,900만 유로의 과징금을 부과했다. EC는 총 14개의 회사가 화물운송 가격 담합에 가담하여, 미국 유럽 아시아 등으로 운송되는 화물의 운송비를 불법적으로 책정한 것으로 판단하였다. 한편 DHL은 자진신고를 통해 리니언시(liniency) 적용으로 과징금을 부과 받지 않았다. 유럽연합은 이러한 국제카르텔에 대한 법집행 차원에서 과징금 부과 및 당해행위에 대한 금지명령 등 행정적 제재를 강화하며, 세계 경쟁정책 및 법집행을 주도하고 있다. 또한 유럽연합은 해운동맹 폐지를 비롯한 해운업계의 반경쟁적 행위에 대한 제한도 강화하고 있다. EU는 2008년 10월부터 해운동맹의 공동가격설정 및 선복량 조절 행위를 금지하고 있다. 유럽집행위원회는 지난해 5월 초 13개 컨테이너 선사의 유럽 사무소를 기습 감사, 조사하였다. 현재 EU는 자료조사 중이며 결과는 아직까지 확인되지 않고 있다. EU의 조사는 상당히 지체되는 경향이 있는데, 향후 추가 질의서 요구가 예상되며 불법행위가 밝혀질 경우 개별 기업 글로벌 수익의 10%에 해당하는 벌금 부과가 가능하며, 영국에서는 형사고발도 가능하다. 다음은 한국해양수산개발원 최영석 전문연구원이 발표한 "국제해운의 해운동맹 폐지 및 담합행위 제한 강화"의 주요 내용을 요약정리한 것이다.

A Study on Effects of Zeroing on the Anti-Dumping Margin of Korean Stainless Steel (미국 제로잉 철폐가 한국 철창제품의 덤핑마진 하락에 미치는 영향)

  • There have been 20 cases of trade disputes related to zeroing in WTO. In these day, it was judged that the use of zeroing in the calculation of dumping margin is against ADA. Recently, WTO decided in favor of Korea in regards to Korea's stainless steel products on January, 2011. There finally was a high possibility of zeroing being changed. In December 2010, the American government announced it would revise zeroing system through an federal register. Many researchers, such as Linsey and Ikenson(2000), William W. Nye(2009) already clarified through empirical analysis that no use of zeroing leads to a large decline in the margin of dumping. If zeroing is abolished in the future, the margin of dumping imposed on Korea's stainless steel will drop sharply. According to this empirical study, the margin of dumping in 6 stainless steel among 12 products commodities subject to Anti Dumping regulation from US reduced below de-minimis or 3%. These stainless steel is likely to be excluded from the Anti Dumping regulation through review investigation and Korea's export of steel to America is expected to be increased steeply in the future.

  • Recently, with the rapid expansion of the mobile phone, such as the high price of the smartphone is being constantly handset subsidies at issue in the social harm caused by excessive competition in the mobile communications market. In this research, we aim to analyze factors influencing of the policy to subsidy regulatory on decision to continue purchasing intention of consumers. Predictor factors were selected the perceived usefulness, the perceived ease of use and the policy to subsidy regulatory on the previous study. Participants of this study be going to 200 mobile users in Busan Gyeongnam and Jeonbuk province in accordance with convenience sampling. IBM SPSS Statistics 19 were employed for descriptive statistics, Smart PLS(partial least squares) was employed for confirmatory factor analysis and path analysis of casual relationship among variables and effect. This study suggests practical and theoretical implications based on the results.

A study on the improvement of the network fee system under network neutrality (망 중립성 하에서 망 이용대가 개선에 대한 연구)

  • As Internet traffic surges due to global CPs, a request to share network investment costs has emerged in the industry. This has significantly changed the issue of the principle of network neutrality from accessibility to network fee. Some of the academic researchers had a negative view to network fees in the Internet space. However, in the industry, a number of disputes have occurred and some have escalated into court battles, and attention has been focused on the court's decision. The courts began to accept fee-for-service under network neutrality, and the government responded quickly by revising regulations. However, it still focuses on service stability, and there is no regulation that directly stipulates payment of network fee. In the study, changes in network neutrality were verified by analyzing cases of disputes between operators, court judgments, and improvement of regulations. And referring to the tragedy of the commons, the restoration of the correct price signal based on the principle of beneficiary pays was suggested as the most important solution. The payment of network fee by CP is one of the solutions.
