The theme, background, and signal music usage history information consists of general information such as music information, platform information, and music usage information, and sensitive information such as rights management information, music usage permission range, and contract information. If sensitive information among these is disclosed, disputes such as trade secrets and infringement of personal information protection between companies or between companies and individuals may arise. We propose a selective encryption/decryption method to secure the confidentiality, integrity, reliability and non-repudiation of sensitive music usage history information used in the theme, background, and signal music blockchain environment. In the proposed method, a monitoring company encrypts sensitive information using a secret key for usage history information, which is combined with general information, and digitally signs it using a private key to register it in a block. A trust group can view and access the information at the time of inquiry by verifying the digital signature with the public key of the monitoring company and then can decrypt the sensitive information using the private key.

The current settlement and distribution used in theme, background and signal music market other than conventional music is being carried out with either the comprehensive settlement method or the measured meter-rate settlement method in the payment process of collected user fees and compensation depending on the use-permission types. In this settlement and distribution process, however, the reliability issues are often being raised because of the difficulty of tracking rights due to changes in music source rights management information, etc, and the opaque settlement and distribution method itself. This paper proposes a new settlement and distribution platform using a blockchain for the reliable collection and distribution of copyright fees among music user group, monitoring organization group, trust organization group and copyright holders, based on the monitoring information of the theme, background and signal music usage. This platform also provides the transparency in settlement and distribution process among stakeholders through smart contract system.

본 논문에서는 모니터링 단체의 특징기반 필터링 기반의 음원 이용 모니터링 도구에서 음원 이용 내역을 블록체인에 기록하도록 하는 블록체인 기반의 주배시 음원 이용 모니터링 정보 생성 방법을 제안한다. 주배시 음원이란 방송사의 방송콘텐츠에 삽입된 음원으로서 통상 음원과 마찬가지로 하나의 창작물로서 인정되며 음원의 권리를 가지고 있는 작사, 작곡가 등이 존재하며 방송에서 음원이 이용된 만큼 모든 권리자가 이에 따른 저작권료를 분배받는다. 하지만 주배시 음원 이용에 대한 정확하지 않은 모니터링 결과와 이에 따른 이용 내역에 대한 누락 및 투명하지 않는 정산 방식에 관한 문제가 발생하고 있다. 본 논문을 통하여 제안한 정보생성 방식을 이용하면 정확한 음원 이용 내역이 생성 가능하고 블록에 저장된 내역이 변경이나 누락 없이 저장되고 투명하지 않는 정산방식을 스마트 계약에 의해 처리하여 투명한 정산 및 분배가 가능하다.
