지난 5월 1일부로 동유럽 10개국이 유럽연합(EU)에 가입했다. 동유럽 10개국이 EU에 가입했다는 것은 두 가지 측면에서 역사적 장애물을 제거하는 계기가 될 것이다. 하나는 사회주의체제를 벗어나 자본주의 체제로 편입되는 체제전환을 추구해왔으니 구소련이 주도하던 바르샤바동맹국으로서 몸에 베었던 의식과 체제의 잔재를 씻어내기 어려웠으며 이러한 잔재들은 동유럽 국가들의 경제$\cdot$사회 발전을 가로막는 역사적 장애요인으로 작용해 왔다. 따라서 EU가입은 이러한 역사적 장애요인을 극복하는 중요한 계기가 될 것으로 예상된다. 동유럽 10개국은 모든 사회$\cdot$경제 거래를 EU기준에 맞춰야 하며, 도로$\cdot$철도$\cdot$해운$\cdot$항공 등 물류부문에서도 EU의 기준을 충족시켜야 하는 ‘EU 공동체 확적영역’을 수용해야 한다. 따라서 동유럽 물류시장은 EU가입 이후 경제 및 교역발전에 따른 양적 팽창이외에 물류관련 기준과 거래관행이 개선되는 질적 발전도 가능하게 될 것이다. 우선 역내 통관절차가 단순해지는 등 사람, 자본, 화물의 이동이 자유화됨으로써 물동량이 크게 늘어날 것으로 예상되고 또한 동유럽 국가들은 EU로부터 운송 인프라 개발 및 현대화에 필요한 경제적 지원도 받게 된다. 한국해양수산개발원(KMI)은 ‘EU 가입 동유럽 물류시장의 특징과 시사점’이라는 현안분석을 통해 이같이 밝히고 우리나라 물류기업이 동유럽 시장에 진출하는 경우 제조업과 동반진출하고 현지업체와의 제휴관계를 모색하는 것이 바람직하다는 대응방향을 제시했다. 동 현안분석 내용을 요약$\cdot$정리한다.

Well-crystallized $BaSi_2O_5:Eu^{2+}$ phosphor films were synthesized by heat treatment of spin-coated BaO:Eu on $SiO_2$ glass. We investigated luminescence-structure properties of these phosphor films as a function of heat-treatment temperature. From x-ray diffraction patterns, our $BaSi_2O_5:Eu^{2+}$ phosphor films revealed that (111)- and (204)-crystal planes of $BaSi_2O_5$ crystal were dominantly increased with an increase of heat-treatment temperature. Photoluminescence intensities of $BaSi_2O_5:Eu^{2+}$ phosphor films were increased with amount of these crystal planes. It can be explained that $Eu^{2+}$ ions were stably occupied at specific crystal orientation of $BaSi_2O_5$ crystal, enhancing the luminescent intensities of $BaSi_2O_5:Eu^{2+}$ phosphor films. In addition, our $BaSi_2O_5:Eu^{2+}$ phosphor films had transmittance of 70% at 510 nm,.due to the dense morphology and specific crystallinity of $BaSi_2O_5:Eu^{2+}$ phosphor films.

An essential area is the creation of a single digital market between the EU and Ukraine through information technology. Purpose: to investigate and analyze civil law relations in the field of adaptation of Ukrainian civil law to civil law regulations of the EU. The object of research: Ukrainian civil law and civil law of the EU. The subject of the study is civil law in the context of adaptation of civil law to the legislation of the EU. The following methods of scientific cognition were used during the research: semantic, historical, comparison, analysis and synthesis, generalization. The results of the study show that the harmonization of the legal system of Ukraine with EU law is caused by several goals: successful integration of Ukraine into the EU, legal reforms based on the positive example of EU countries, promoting access of Ukrainian enterprises to the EU market; attracting foreign investment, increasing the welfare of Ukrainian citizens. The adaptation includes three stages, the final of which is the preparation of an expanded program of harmonization of Ukrainian legislation with EU legislation. In the process of adaptation, it is important to take into account the legal history, tradition, features and mentality of Ukraine and before borrowing legal structures to analyze the feasibility of their application in the Ukrainian legal field.

희토류원소의 광 환원 침전 특성이 연구되었다. 환원제로 isopropyl alcohol, 침전제로 (NH$_4$)$_2$SO$_4$가 사용되었다. 그리고 250nm의 파장을 방출하는 수은 램프가 사용되었다. Eu원소만을 함유하는 용액으로부터 Eu+3의 Eu+2로의 광 환원 결과는 97%이상이었으며 과산화수소가 소량 첨가되었을 경우 침전 속도는 증가하였다. 이 결과를 토대로 하여 희토류원소들(Sm,Eu,Gd)을 함유하는 수용액과 유기용액(HDEPH-Dodecan)에 UV광을 조사하였을 시 선택적으로 Eu을 분리해 낼 수 있었다. Eu의 침전 회수율은 두 상의 경우 모두 97%이상이었다.

한미자유무역협정(FTA)에 이어 한EU FTA 체결을 위한 협상이 본격적으로 진행되고 있다. 우리나라도 세계적인 개방화의 물결을 거스를 수 없고 다자간무역협상이 교착상태에 빠져 있기 때문이다. EU는 확대와 심화를 거듭하면서 세계 최대의 자유무역지대를 형성하고 있다. 과거 서유럽 선진국 중심의 무역과 투자 자유화가 신흥개도국들인 중동구 국가를 회원국으로 가입시키면서 전유럽으로 확산되고 있다. 따라서 유럽 이외 지역의 국가들은 EU와의 FTA 체결을 적극 추진하고 있다. 본고에서는 최근 추진되고 있는 한-EU FTA의 주요 내용에 대해 살펴보고, EU 자동차산업과 타이어산업의 현황에 대해 분석해 본 후 한-EU FTA가 국내 타이어산업에 미칠 영향에 대해 평가해 보기로 한다.

Phase shift spectroscopy is applied to Eu(Ⅲ) luminescence from $Eu^{3+}$-exchanged Y zeolite. The phase shift and intensity modulation of luminescence following intensity-modulated excitation are measured as a function of modulation frequency and they are fitted into a double exponential decay. The fast decay component, compared with the slow one, has narrower spectral bandwidth and is emitted from the $Eu^{3+}$ that has more polar and definite environment with higher symmetry and that interacts more easily with hydrated water molecules. The fast decay component is attributed to $Eu^{3+}$ at site Ⅱ' while the slow one to $Eu^{3+}$ at sites Ⅰ' and Ⅰ.

The objectives of this study were to compare rural development of Korea and EU. According to its traits the peroids of rural development of Korea can be divided into low periods. According to its memberships and traits the periods of rural development of EU can be divided into low periods. There are many similarities between Korea and EU in agricultural situation and rural development. EU introduced multifunctionality of agriculture in 1980s and adopt strong policy to support that in 1990s. And EU made a effort sustainable rural development, integrated rural development and balanced regional development. Recently Korea not only maintain agricultural expanisionism but also pay attention to multifunctionality of agriculture. But rural development of Korea still in the stage of physical planning and agricultural expanisionism. So it leaves much room for improvement to rural development of Korea in rural development regulation, unifying theme, detail planning, integration among policies, balanced regional development, etc.

IT 산업은 인터넷을 발달시킴으로써 새로운 경제 시대 (New Economic Era)를 열게 하였을 뿐만 아니라 민주주의제도의 발전가능성을 한층 더 앞당기는 계기를 마련하고 있다. 그러나 개인들은 그들의 개인정보가 국가기관이나 민간기관에 자신도 모르는 사이 누출되어 국가기관의 감시체제를 구축하거나 불공정한 상업적 목적으로 쓰일 수 있다는 우려 때문에 온라인상의 구매활동이나 정치활동을 주저하고 있다. 특히 유럽민족은 과거의 역사적인 사건들로 인해 개인정보 유출문제에 매우 민감하게 반응한다. 이러한 이유로 EU는 EU국가들 내에서의 인터넷관련 개인정보처리문제와 EU와 제3국간의 개인정보 이전 문제를 규정하는 지침을 1995년 재정하고 1998년부터 시행하고 있다. 동 지침은 또한 미국과의 정보이전협상인 safe harbor를 탄생시켰다. 본 고에서는 왜 개인정보 보호법이 필요한지 그 이유와 개인정보보호에 대한 국제적인 논의 그리고 EU의 개인정보지침 내용을 연구한다.

In modern manufacturing practice it is sometimes necessary to send products to another country for special processing which cannot be performed inside the territory of the zone and Outward Processing(OP) covers such situation. What's more, process and Rules of Origin(RoO) of OP is implicated in Korea' Free Trade Agreement(Korea-Singapore, Korea-EFTA and Korea-Asean FTA) because of the goods to be producted in Kaesong Industrial Complex. Thus, In this paper analyse a implication of OP's process and RoO focused on the two fold : (1) provide an overview of the objectives, types, effects of Outward Processing described in customs law and FTA provisions of EU and Korea; (2) present a comparative analysis of EU and Korean rules; (3) offer an appropriate proposal to Korea-EU FTA negotiation.

Eu-doped lead zirconium titanate $Pb_{1.1}(Zr_{0.3}Ti_{0.7})O_{3}$ thin films on the Pt/Ti/$SiO_2$/Si substrates prepared by a metalorganic decomposition (MOD) method. The effect on the structural and electrical properties of the films measured according to Eu content. Eu-doping altered significantly the dielectric and ferroelectric properties. The remanent polarization and coercive field decreased with increasing the concentration of Eu content. The dielectric constant and dielectric loss of the film decreased with increasing Eu contents. The 3 mol% of Eu-doped PZT thin film showed large remanent polarization and the fatigue characteristic of the film did not change up to $10^9$ switching cycles.
