Freedom of Broadcasting and on the Structure Restricting of Broadcasting in the Constitution (헌법상의 방송의 자유와 방송규제의 법리)

  • For a long time, the basis of Korea Broadcasting law and regulation system has been center around television, This is not much different from other countries. This study is based on research of Korea Broadcasting law and regulation system. It precludes all doubts that freedom of broadcasting is one of those fundamental human rights that constitute the comer stones of democracy, just as is the case with the press. The objective of this study is to explore the practical meaning and the structure of regulations on the freedom of broadcasting under the Constitutional of the Republic of Korea, From the viewpoint of freedom of expression. For these purposes, this study inqures into the meaning and legal characters of freedom of Korean Constitutional Law, and the structure restricting freedom of broadcasting on the ground of functions and role of broadcasting in our contemporary society, comparing with those of the Unites states of America and the Federal Republic of Germany.

Modified Skyscraper Broadcasting Schemes for Periodic Broadcasting with VBR Video (VBR 리디오의 주기적 브로드캐스팅을 위한 수정 Skyscraper 브로드캐스팅 기법)

  • Many periodic broadcasting schemes for near VoD systems are proposed. Recently non-uniform segmentation schemes have been used to develop periodic broadcasting techniques for near VoD. These techniques give significant reductions in start-up latency as compared with more conventional uniform segmentation. However, all of these schemes assume that the videos are CBR-encoded. Since a CBR-encoded video has a target average tate than an VBR encoding, there is potential to obtain further Performance Improvements by using VBR videos. Unfortunately, however, the studies concerning broadcasting with VBR video ate rare and the existing techniques have the problem of virtual loss. In this paper, we modify Skyscraper Broadcasting Scheme for broadcasting with VBR videos which is a representative non-uniform segmentation scheme lot CBR videos. A VBR video can be transmitted at constant bit rate (CBR) by using prefetching. With this idea we propose Modified Skyscraper Broadcasting Schemes for VBR videos and make performance evaluation by simulation. We show that our schemes have a better performance than Skyscraper Broadcasting Scheme for CBR videos.

  • Seamless streaming of multimedia content via heterogeneous networks to viewers using a variety of devices has been a desire for many multimedia services, for which the multimedia contents should be adapted to usage environments such as network characteristics, terminal capabilities, and user preferences. Scalability in video coding is one of attractive features to meet dynamically changing requirements of heterogeneous networks. Currently a new scalable video coding (SVC) is standardizing in the Joint Video Team (JVT) of the ISO/IEC Moving Picture Experts Group (MPEG) and the ITU-T Video Coding Experts Group (VCEG), which will be released as Extension 3 of H.264/MPEG-4 AVC. In this paper, we introduce new technologies of SVC and evaluate performance of it especially regarding on overhead bit-rate and coding efficiency to support spatial, temporal, and quality scalability.

  • In this paper, the technology verification of next generation broadcasting technology and service suitable for domestic broadcasting environment was carried out to build and activate domestic terrestrial UHD broadcasting. ATSC 3.0-based mobile HD broadcasting is currently conducting experiments with various parameters from broadcasting companies, research institutes and others. However, experiments on integrated transmissions, including audio services, have not been carried out. Through this experiment, we first performed the theory and experiment on the maximum number of ATSC 3.0 based UHD broadcasting service, maximum service number of HD broadcasting considering mobility, and maximum service number of audio broadcasting within one channel (6MHz). Second, parameters for integrated transmission of each service (UHD broadcasting, mobile HD and audio broadcasting) in one channel were derived. Finally, we studied technical possibilities through field tests that we receive while moving directly in the field.

A Novel Method for Inserting an MPEG-2 TS into Ensemble in a DMB Transmission System

  • This paper presents an effective algorithm for inserting an MPEG-2 transport stream (TS) into a Digital Audio Broadcasting (DAB) ensemble without any bandwidth waste in a Digital Multimedia Broadcasting (DMB) transmission system. The key technologies of this algorithm include packet rate control and program clock reference correction, which are important for TS processing. The proposed algorithms are applied to the various DMB transmission systems based on Eureka-147, and the performance of the proposed algorithm is confirmed through the experimental DMB broadcasting.

  • The era of convergence is being applied to all areas of Information and Communication Technology (ICT). The convergence of broadcasting service and communication service almost occurs on smart devices including smartphone. The smart hybrid Digital Multimedia Broadcasting (DMB) is a typical example of the convergence of broadcasting and wireless communication service. The hybrid mobile broadcasting service can support seamless video, 3D, high quality, and additional data services based on network connection between the broadcasting and wireless network. The gateway and terminal (including apps on the smartphone) take the role of the main components on the hybrid service. This paper presents the service concept, main components structure, the implementation of gateway and terminals, and field test to the urban areas for the mobile hybrid system.

  • 지구 온난화의 영향 등으로 해외 및 국내의 재난 재해 발생빈도가 증가하고 있으며, 그와 비례하여 인명 및 재산 피해 규모도 높아지고 있다. 재난방송은 예상되는 재난 등의 위험을 미리 알림으로써 재난 등에 적극적으로 대비하여, 생명과 재산을 재난으로부터 지키게 하므로 그 중요성이 더욱 증가하고 있다. KBS는 재난방송 주관방송사로 신속하고 정확한 재난보도를 전달하기 위하여 노력하고 있으며, 그 일환으로 재난을 실시간으로 통보할 수 있는 재난자막 자동화 송출 시스템을 구축하여 운용하고 있다.

Effective Multiplexing Method for Conditional Access System in Terrestrial DMB

  • This letter proposes a conditional access system (CAS) suitable for use in terrestrial digital multimedia broadcasting (T-DMB), based on an effective multiplexing method to provide encrypted T-DMB services. Specifically, the proposed multiplexing method for a CAS is designed to reduce the additional bit rate while assuring easy access to the designated encrypted services. Finally, the performance of the implemented CAS is confirmed through implementation and a broadcasting experiment under various service environments.

  • The user-centric broadcasting environment includes the agent system and personalized broadcasting services for user-adaptive TV watching. In this paper, we propose broadcasting environment consisting of personalized broadcasting services and a multi-agent broadcasting system for the services. The proposed system employs the intelligent agent technology of the Foundation for Intelligent Physical Agents (FIPA) as well as metadata technology of MPEG-7 and TV-Anytime Forum (TVAF). To verify the usefulness of the proposed environment, we implemented a test-bed and demonstrated the proposed agent system with three services including intelligent user-information management service, information mobility service, and content retrieval service.

  • A new transmission system is necessary for the Digital Multimedia Broadcasting (DMB) service in Korea. Therefore, in this paper, we propose a new architecture for the implementation of a DMB transmission system based on Eureka-147. We describe the design and implementation of the Ensemble remultiplexer, which is essential to the proposed system for remultiplexing ETI frames and MPEG-2 transport streams. The proposed system provides a solution with high flexibility and low cost for multimedia broadcasting service. The functions of this transmission system have been verified by using our DMB receiver and other related systems.
