To improve the compliance and verification mechanism is one of the important reasons to revise the STCW Convention. The mechanism includes the assessment of competence, control, precision of description of competence, quality standard system, communication of information and so on. Chinese seaman's education an training institute & the organization of evaluating and issuing certificates should enhance realizing the importance of compliance and verification mechanism and carry out it down to earth. The current work that should be reinforced is to control the qualified evaluation effectively.

This paper illustrates a new idea methods and results of WPD oil applied to marine diesel engines. in recent years, we must make an effort to develop an advanced technique for recycling of waste plastics in order to utilize scrapped plastics as fuel source for diesel engine. It is very important and necessary for us to cope with the increasing calorific value and the growing need of environment protection. The experiment fuel oil was obtained by mixing of diesel oil, WPD and water.

This paper describes prototype Virtual Reality Ship Simulator (VRSS) that we have recently developed next-generation training equipment based on the virtual reality (VR) technology. The inherent defects of conventional ship simulators are enormous costs and difficult system upgrade due to the system construction, such as large mock-up bridge system, wide visual presentations, In this paper, to cope with those problems, we explored VR technology that can give realistic environments in a virtual world. Then we constructed prototype VRSS system, which is, consists of PC-based human sensors, and Databases set having 3D object models and coefficients of Head Related Transfer Functions (HRTFs). 3D-WEBMASTER authoring tool was used as Virtual Reality Modeling Language (VRML). Using the VRSS system, we constructed Port an Passage Simulator for the harbor of INCHON in Korea, and Ship and Sea State Simulator for an arbitrary given sea environmental states by user. Through many simulation tests, we testified the efficiency of developed prototype VRSS by subject assessment with five participants. Then, we present results on the simulation experiments and conclude with discussion of evaluation results.

Marine analysis was made to investigate the hydrodynamic effects of a Wing in Ground (WIG) by means of finite difference techniques. The air flow field around WIG is analyzed by the Marker & Cell (MAC) based method, and the interaction between WIG and the free surface are studied by showing pressure distributions above the free surface. In the latter part, computations are extended to make clear the flow characteristics of a high speed catamaran in the rang of Froude numbers 0.2 to 1.0 with a separation to length ratios of 0.2, 0.3 and 0.5. The Navier-Stokes solver is invoked in which the nonlinear free-surface boundary condition is applied. For the validation, computational results are compared with the experiments.

Nawadays LNG has been beginning to take the place of petroleum as fuel all over the world and VLCC tankers of LNG will take the same sea routes that had been used by VLCC tankers of petroleum in the last pat of he 20th century. The transportation of LNG by a VLCC include more dangerous nature of sea peril than that of petroleum. We already know the dimensions of a disaster a LNG tanker could bring about in the case of the LNG tanker, Yuyo-Maru No. 10 in the Tokyo Bay of Japan in 1974. From the point of safety when we construct a LNG base or LNG pier in the base, the appropriate government authority and constructing company had better take sea pilots or some ships handling experts to participate in a prior consultation of the design of the project. A G/T 100,000 ton LNG base and pier were completed in November of 1996 in Inchon harbour in Korea and LNG VLCC tankers of G/T 100,000 ton class have been entering into the base ever since. This study was started and completed to comply with the requisition of the Sea Pilot Association of Inchon harbour in advance of the opening of the LNG base. As the entrance and exit channels leading to Inchon harbour were constructed in the years of 1930s, it was one of the most pressing works for Inchon sear pilots in 1996 to certify the method of safe passing maneuvering of a G/T 100,000 ton LNG tanker through the Pudo narrow channel prior to commercing actual piloting of the LNG VLCC tanker. The author made some mathematical models computing maneuvering of a vessel changing her course with her control surface through a narrow channel and computed maneuvering of a G/T 100,000 ton LNG tanker and also made maneuvering simulations of the vessel by a desk-top simulator. The results of computations and simulations are well coincided with each other in qualitative aspects to assure safe passing of the LNG VLCC.

Frequent sea trade resulted in the flourishing of Chinese and Korean harbours on both side of Yellow Sea. Sino-Koran sea communication is of long-standing. Korean Peninsula (KP) is just as the large arm extended to the great sea from the North-east China. It is the Chinese mainland plate-lump's extended part in the Yellow Sea. In the ancient time, the land communication between China and Korea was often not unimpeded, the contact between China and KP, such as the South-Korea, depended on the sea communication mainly, Although the friendly relationship between China and Korea rose one after another in the various historical period, but considering from the great background of people's historical development, just as the modern people benefited fro the Europe-American culture, the people of ancient time also benefited from the China-culture. All China, KP and Japan obtained the development by propagating the ancient China-culture. The seagoing ships which carried out the Sino-Korea sea communication and trade, as the friendly envoys, finished the mission linked u and developed the Sino-Korea culture contact.

Hull forms of Jiao Yi Ship for shipping and foreign trade in Silla and Tang Dynasty were transformed and developed in accordance to their voyage and rational routes. The trade ship was a sea ship, used by Chang Po Go's, the Silla great sea merchant ship, in the marine trade with China during the 8th and 9th century. It is not easy to presume the hull type and trade formal of Chang Po Go's Jiao Yi Ship of the 8th and 9th Century. Studying on the ship type of the trade ship is the urgent problem to be solved, in the sphere of leaning about the history of communication between China and Korea. The authors take the initial prove into this subjects, by researching Chang Po Go's marine activities, and point out that the trade ship's original type should be the Sha Ship which was the sea ship sailing th sea in northern China, in the Tang Dynasty. This study aims to present materials concerning hull forms of Chang Po Go's Jian Yi Ship by analysing ancient voyage history, foreign trade history, and ship history of Silla, Tang and Japan during the 8th and 9th century.
