A numerical model to analyze dam break flows has been developed based on approximate Riemann solver. The governing equations of the model are the nonlinear shallow-water equations. The governing equations are discretized explicitly by using finite volume method and the numerical flux are reconstructed with weighted averaged flux (WAF) method. The developed model is verified. The first verification problem is about idealized dam break flow on wet and dry beds. The second problem is about experimental data of dam break flow. From the results of the verifications, very good agreements have been observed

The rainfall observation systems have largely been improved in Japan. The Japan Meteorological Agency, prefecture governments, and other administrative bodies have also increased the number of rain gauges thru out the country. The density of observatories is now one per several $\km^2$. Heavy rainfall information systems have been improved. Besides it, the Internet was popularized in the late 1990s, and has been used to transmit data of heavy rainfall. Internet accessible cellular phones have been popular in Japan since 1999. Such phones are expected to be useful in the field of disaster warning announcements, because they can automatically notify users bye-mail of pending disasters. The use of the Internet during natural disasters is groundbreaking in Japan today. However, in order to use disaster information effectively on Internet it is necessary to investigate how to use the information during the rainfall disaster. Therefore in our study we suggest methods on the effective construction and their use of information technology on Internet.

SWAT model was applied to estimate daily stream flow for Yongdam and Bocheong watersheds in Korea. The model was calibrated and validated for the two watersheds and a new routine was added to analyze runoff process in paddy fields. The model efficiencies for two watersheds were 0.77 and 0.65 for the calibration period, and 0.76 and 0.50 for the validation period, respectively. It showed that water balance method simulated the runoff from paddy fields more precisely than CN method in SWAT. As results, the SWAT model is applicable to Korean watersheds, and more accurate estimation is possible using daily water balance method in paddy fields.

The severe flood disaster by a typoon Rusa was occurred in the last year in Korea. The Rusa brought the rainfall of 870.5mm per a day in the city of Kangnung, Kangwon-do, Korea and this rainfall amount is 62% of the annual mean rainfall in this area. Our focus is to investigate the flash flood guidance and the sediment yield for the basins of small streams of Yangyang town in Kangnung area. Say, the flash flood guidance and the sediment yield by the Rusa are estimated and compared with the given informations obtained from the past flood events. As the results, the flash flood guidance and sediment yield in the study area showed much bigger values than the given informations and so we could know that the Rusa influenced the severe flood of the study area.
