Gap Analysis between IEC 60880 vs IEEE 7-4.3.2 and IEC 61508 vs IEEE 1012 under the IAEA-IEC Framework and the USNRC-IEEE Framework

Abstract

This paper analyzes the gaps in the IAEA-IEC framework and the USNRC-IEEE framework in terms of safety-critical software development and it's verification. The main gaps between IEC 60880 vs IEEE 7-4.3.2 and IEC 61508 vs IEEE 1012, which are the core standards for software development and verification were analyzed. To analyze these gaps, a methodology was established and similarities, differences, and characteristics were derived based on the established methodology. The gap analysis derived that, first, there is a difference in whether the higher or lower law takes precedence when there is an interpretation conflict in laws/enactments/rules/notices/regulatory guidelines. Second, there is a difference in the application of criteria, procedures, and task-oriented versus technology/measurement-oriented safety classification. Third, there is a difference between focusing on prescriptive safety analysis for each software life cycle phase versus focusing on goal-based safety requirements. Fourth, there is a difference between discrete engineering and systems engineering. The results of these major gap analyses are expected to help stakeholders develop practical harmonization strategies in case of conflict.

본 논문은 안전-필수 소프트웨어 개발과 검증 측면에서 IAEA-IEC framework와 USNRC-IEEE framework 하에서의 주요 갭을 분석하였다. 소프트웨어 개발 및 검증의 핵심 표준인 IEC 60880 vs IEEE 7-4.3.2, IEC 61508 vs IEEE 1012 사이의 주요 갭을 분석하였다. 이들 갭을 분석하기 위하여 방법론을 설정하고 설정된 방법론에 따라 유사점, 차이점 및 특징 등을 도출하였다. 갭 분석 결과, 첫째, 법률/법령/규칙/고시/규제지침에서 해석상 충돌이 있을 때 상위법령과 하위법령 중 어느 것을 우선 적용하는지에 대한 차이가 있다. 둘째, 기준, 절차, 작업 중심과 기술/측정 중심의 안전 등급 차등 적용에 차이가 있다. 셋째, 소프트웨어 수명 주기 단계별로 규범적 안전 분석에 중점을 두는 것과 목표 기반의 안전 요구사항에 중점을 두는 것에 차이가 있다. 넷째, 개별 엔지니어링과 시스템 엔지니어링의 차이가 있다. 이들의 주요 갭 분석 결과는 이해당사자 간의 충돌이 있을 경우 실질적인 일원화(Harmonization) 전략을 수립하는데 도움이 될 것으로 판단된다.
