Abstract

This study aims to develop a tool for assessing the information subject class proficiency of elementary school teachers. Based on pre-research, student demands and the foundations of PCK and OECD teacher expertise measurement were identified. A preliminary measurement tool was created and refined through two Delphi analyses with expert input. The tool's suitability and validity were confirmed through various verification processes. The final version consists of seven factors: Educational Content, Teaching Methods, Assessment, Understanding of Students, Understanding of the Environment, Flexibility, and Effort in Development. There are also 14 sub-factors and a total of 35 items.
