Using Online Records for Construction of White Papers on Disaster Management

재난백서 구축을 위한 온라인 기록물 활용 방안

Abstract

Interest in the "Corona White Paper" is increasing, as it has been prolonged to more than a year since the first confirmed COVID-19 case. The National Archives of Korea began collecting records for the production of government-level white papers, and some local governments and institutions are preparing to establish their corona white papers. However, the existing disaster white paper simply presents a summary of the situation and does not include the analysis or evaluation of the disaster response results, making the established measures unsuitable for similar disasters. In particular, most of the data are collected and analyzed manually by some experts, which is costly and time-consuming. This study presents a plan to build a white paper that can reflect a mutual understanding with the citizens by automatically collecting and analyzing online records, namely, records from institutional websites, online news platforms, and social media records. The types and characteristics of white papers and online media were analyzed; guidelines that match the four attributes of the white paper by referring to the existing white paper on infectious diseases were presented; and their effectiveness through actual construction examples were verified. Moreover, this study aims to establish effective preemptive countermeasures in the event of a novel disaster and maximize the record and promotion of corrective activities by collecting and recording reactions from citizens. Furthermore, the study helps eliminate unilaterally drafted top-down white papers.

작년 국내 첫 코로나-19 확진자 발생 이래 1년이 넘은 현재까지 팬데믹 상황이 장기화되면서 '코로나 백서'에 관한 관심이 높아지고 있다. 이에 부응해 국가기록원은 정부 차원의 백서 제작을 위한 기록물 수집 작업을 시작하였으며, 일부 지방자치단체와 기관에서도 독자적인 코로나 백서의 구축을 준비하고 있다. 그러나 기존 재난백서는 단순한 상황에 대한 정리일 뿐 대응 결과에 대한 분석이나 평가가 포함되지 않아 이후 유사 재난이 발생 시 참고하여 활용하기에는 무리가 있다. 특히 자료 대부분을 일부 전문가들의 수작업에 의존하고 있어 백서 구축에 드는 시간과 비용이 많이 든다. 이에 본 연구는 온라인 기록물 즉, 기관의 웹 문서, 인터넷 뉴스, SNS 기록물 등을 자동으로 수집·분석함으로써 시민들과의 상호이해가 반영될 수 있는 백서 구축방안을 제시한다. 이를 위해 백서와 온라인 미디어의 유형 및 특징을 분석한다. 특히 기존의 감염병 관련 백서를 참고하여 백서의 4대 속성에 부합한 가이드라인을 제시한 후 실제 구축예시를 통해 실효성을 검증하고자 한다. 본 연구를 통해 일부 공무원이나 전문가들이 일방적으로 작성한 하향식의 백서가 아닌 시민의 반응을 수렴하고 기록화함으로써 미래의 새로운 재난 발생 시 효과적인 선제대응 방안을 마련하는 동시에 시정 활동 기록 및 홍보를 극대화할 수 있을 것으로 기대한다.
