Abstract
This paper aims to determine how the Republic of Korea Army (ROKA) records management system affects practitioners' understanding of the importance of records management. The levels of awareness of records management, which is based on ISO 15489, are set as dependent variables, whereas the ROKA's records management system factors are set as independent variables based on the standardized elements of ISO 30301 (Management System for Records). The relationship between these variables is then statistically examined using a sample (N = 251) surveyed with record management practitioners in the ROKA. The results show that operational factors had a positive effect only on the purposes and benefits of records management. Based on the results, it is suggested that the development of an expertise-based and value-oriented policy and education is necessary to improve practitioners' understanding of record management.
본 연구는 기록관리 인식을 조직의 문화로 보고, 육군의 기록관리 체계가 기록관리 문화 정착에 어떠한 영향을 주고 있는지를 실증적으로 분석하는데 그 목적이 있다. 본 연구를 위해 ISO 15489에서 정의하는 기록관리의 목적과 편익, 그리고 프로세스에 대한 육군 실무자들의 인식수준을 종속변수로 하였고, ISO 30301 기록경영시스템 표준을 바탕으로 육군의 기록관리 체계를 분석하여 리더십, 기획/지원, 운영, 개선/평가 요인을 독립변수로 설정하였다. 이들 간의 영향관계를 검증하기 위하여 먼저 선행연구 분석을 통해 조직문화와 기록경영시스템의 개념과 이들 사이의 인과관계를 확인하였고, 육군 내 다양한 부대, 계급, 병과를 고려하여 실무자 300명을 대상으로 설문조사를 통해 데이터를 수집하였다. 수집된 251개의 유효한 데이터를 바탕으로 회귀분석을 통해 검증한 결과 기록관리의 목적과 편익 등 기본 가치관에 긍정적인 영향을 주는 요인은 운영 요인인 것으로 나타났다. 본 연구는 기록관리 연구 분야에서 이제까지 고려되지 않았던 조직문화 개념을 토대로 기록관리 문화의 정착에 관한 개선방향을 제안했다는데 그 의의가 있다.
