Transformation of Measures for Preserving and Utilizing Urban Historical Characteristics in France according to Change of the Historic-Cultural Heritage Concept

Abstract

The concept of heritage is transformed from esthetic, unique and national concept to ordinary cultures of past times, which enlarges boundary of preservation to ordinary cultural objects, modern industrial architectures and sites, common memories, and traditional skills. This change brought increasement of demands for preservation and utilization of historical and cultural heritage in the city. Thus this study aims to show the transformation of French urban regulations and programs under influence of heritage concept change, which give us implications as follows to enhance historic and cultural characteristics of cities; preservation sectors system needs to be modified so that local governments designate sectors based on laws with central government supports. Connections between historical and cultural preservation operations and urban regulations are required getting strengthened. Modification of regulations are also necessary for elaboration of financial supports system for habitants in preservation sectors and integration of preservation plans into city planning for sustainable development.
