Abstract
As new legislation to ensure the market for Small and Medium Enterprises(SMEs) manufacturing construction materials was established in 2009, the Small and Medium Business Administration specified 123 construction materials mandatory to purchase directly and forced the public owners to provide the contractors with materials as required by related law. The owners under the obligatory Direct Buying System(DBS) are facing various problems such as the increased procurement works, inefficient on-site management, inadequate quality management activities, cost increase as the number of specified items increased and the entrusted purchase via Public Procurement Service became compulsory. This study aimed to provide the meaningful information for future system improvement and response development of stakeholders concerning Direct Buying System. In order to achieve this purpose, the impacts of the Direct Buying System on the execution and performance of public apartment construction projects were reviewed in diverse aspects, and the problems and causes of Direct Buying System were listed incurred on procurement and construction stages.
