A study on the operation conditions and activation plans of rural industrial complex in Gyeongbuk

경북 농공단지 운영 실태와 활성화 방안

Rural Industrial Complex(RIC) is considered as one of the most important sources of off-farm income in Korea. But RICs has many problems since it was beginning development. In 2008, RICs in Gyeongsangbuk-do are 56 place, and are 836 corportations in RICs. Employee is total 20,109 persons. Competitive power of RICs weak location condition, small business, lack of infrastructure, institute. The main focus of this paper is to derive policy suggestion for Gyeongsangbuk-do RICs. We investigate the operation status of Gyeongsangbuk-do RICs. It is necessary that RICs be promoted in light of revitalization program.

본 연구는 경북농공단지를 중심으로 운영실태 및 현황 등을 살펴보고 이를 통해 활성화 방안을 제시하고자 한다. 경북농공단지의 가장 큰 문제점은 업체 간 연계가능성이 매우 희박한 여러 유형의 업체들이 단순 집적한 형태가 대부분인 것으로 나타났다. 또한 젊고 우수한 인력이 도시로 지속적으로 유출되고 있고, 대부분의 농공단지가 오래전에 조성되어 기반시설이 매우 열악한 상황이다. 따라서 이러한 문제점을 해결하기 위해서는 우선 농공단지를 특성화하도록 유도해야 한다. 예를 들어 구미국가 산업단지의 인근의 농공단지는 전기전자로 특화된 농공단지를 조성하도록 지원해야 할 것이다. 또한 경북농공단지의 산업구조 고도화를 추진하여야 한다. 농공단지 관리업무의 효율화를 위한 전략 또한 마련되어야 한다. 전문 운영기관에 관리운영을 위탁 하거나 혹은 농공단지별 정보화사업을 실시하여 자체적으로 운영을 하도록 지원하는 방안 또한 마련되어야 할 것이다. 마지막으로 산업단지 클러스터와의 연계를 통한 활성화 방안을 고려해봐야 할 것이다.
