비 GMDSS 선박들의 해난사고를 최소화할 수 있는 경제적이고 실용적인 해상안전통신 체계를 구축하기 위하여 새로운 무선중계기의 설계에 대한 연구이다. 소형어선에서 많이 사용하고 있는 SSB 무선전화기에서 긴급한 경우에 사용하는 비상주파수를 수신하면 VHF 무선주파수로 변환하여 송신하고, 역으로 VHF 무선전화 주파수를 SSB 무선주파수로 변환하는 SSB/VHF 쌍방향 중계장치를 모델링하여 해상에서 SSB 무선전화기를 탑재한 선박과 VHF 무선전화기를 탑재한 선박간에 서로 긴급한 통신을 가능하게 하는 새로운 해상안전통신 체계를 구성하는 방안을 제시한다.
