재난대비 비상통신 사례 분석

Abstract

재해나 재난 발생 시 재난 대비 비상통신시스템의 미비로 인하여 인명이나 재산상의 피해를 늘리기도 하고, 재난 복구에 차질을 빚게 하기도 한다. 따라서 각 국에서는 재난 대비 비상통신시스템을 정부 주도로 정비하여 재난 발생 시 신속한 통신시스템 운용으로 피해를 줄이고자 노력하고 있다. 그리고 표준화 단체를 중심으로 비상통신시스템에 대한 표준을 개발하고 있다. 본 고에 서는 외국의 비상대비 통신 프로그램에 대하여 미국의 사례를 중심으로 알아보고, 표준화 기구의 기술개발 동향을 살펴보고 시사점을 도출하고자 한다.
