Abstract
The difficulty of statistical survey has been weighted according to the development and the democratization of society. Since the survey cost increases and the quantity and the quality of the needed information become more diversity it is very hard to produce accurate and appropriate statistics in time. In order to cope with these survey conditions properly, we reviewed the statistical system of Korea and major countries, and proposed the improvable directions of our statistical system.
센서스 조사가 개인의 권리를 침해한다는 이유로 헌법재판소의 소송이 제기되었던 독일의 경우와 같이 사회가 발달하고 민주화될수록 통계조사의 어려움이 가중되고 있다 . 또한 조사비용이 증대하여 예산의 압박을 받고 요구되는 정보의 양과 질도 다양해지는 등, 조사환경이 급속하게 변화하여 신속하고 정확하며 객관적이고 타당성 있는 통계의 생산에 많은 어려움이 생긴다. 이러한 환경의 변화에 적절히 대응하기 위해서 우리나라의 통계제도의 현황을 살펴보고 주요 국가들의 통계제도를 검토한 후, 우리나라에 적합한 통계제도의 개선을 위한 방향을 제시하였다.
