보편적 서비스 제공제도 개선방안

Access to an affordable telecommunications service remains of fundamental importance to every country. Universal service is recognised to be a dynamic and evolving concept. The main aims of this paper is to examine in detail issues related to possible changes in the current scope; and to analyse the working of the current rules about costing and financing universal service.

우리나라는 전기통신 관련법의 개정을 통하여 2000년 1월1일부터 보편적 서비스 제도를 명시화하여 실시하고 있다 그러나 경쟁환경에 더욱 적합하고 국민의 통신서비스 수요를 충족시키기 위해 아직도 검토되어야 할 사항이 많은 것이 사실이다. 따라서 본고에서는 주요 선진국의 사례를 토대로 우리 나라의 보편적 서비스에 대한 몇 가지 정책 대안을 모색해 보고자 한다.
